  6.5%幅度是否合理?


  全国人大代表、湘西老爹农业开发有限公司董事长田儒斌认为,企业退休职工的养老金连续增长10%,主要是依靠国家财政补贴支持。“企业退休职工养老金涨幅调至6.5%,与国家经济发展速度和财政收入增长速度是基本同步的。”


  中央财经大学社会保障研究中心主任褚福灵认为,养老金此前连续多年上调10%,一是因为养老金起点较低,二是因为我国经济快速增长。养老金涨幅要高于物价涨幅,但不宜长期超过工资增幅,只要在两者之间,都是合理的。


  国际经验显示,当养老金替代率达到70%左右时,退休人员的生活水平与在职时大体相当,而低于50%时生活质量则明显下降。


  “按照养老金与缴费工资基数的比值计算,2014年我国养老金替代率达到了67%。”人社部社会保障研究所所长金维刚说,尽管统计口径不同,替代率的结果存在差别,但我国企业退休人员养老金替代率近年来一直在上升。也就是说,退休人员的生活水平正在逐步提高。


  两个“倒挂”怎么办?


  养老金连续上调,一些地方和行业出现了两个“倒挂”的现象:一是“赶上点”的退休人员养老金比多缴、长缴的退休人员养老金高;二是退休人员养老金比在职人员还要高。“解决这两个问题,最根本的是要改革养老金计发办法和调整办法。”金维刚说。


  人社部部长尹蔚民说,目前人社部正在对养老保险体系进行顶层设计,推进养老保险制度改革。其中一个重要内容是完善个人账户,体现激励、约束两方面的作用。


  “在体现长缴多得、多缴多得的同时,也要体现二次分配的公平性,也就是缴费和待遇相联系但不成正比,养老金应适当向低收入群体、弱势群体等人群倾斜。”褚福灵说,“否则由于基数不同,都是同样的增幅,会造成养老金绝对差距越来越大。”


  全国人大代表、浙江奉化滕头集团董事长傅企平建议,建立养老金调整机制,除了体现上述精神,在参数指标设计上,还要兼顾退休人员的需要。


  按照基本养老金调整的参照指标分类,国际上主要采用三种调整方法:一是参照消费物价指数,二是参照工资增长率,三是综合参照物价指数和实际工资增长率。


  但消费物价指数是一个综合性指数,有“以全概偏”之嫌。例如,手机、电脑等商品价格可能持续下跌,但退休人员需求较少;而食品、副食、医疗服务等生活必需品的价格可能持续走高,退休人员需求多。


  “因此,养老金调整机制应选取与老年人密切相关的生活必需品和服务的价格涨幅等作为挂钩指标。”傅企平说。


  田儒斌还建议,国家应大幅度降低企业职工养老保险缴费费率,让更多低收入人群参加职工养老保险。
