昨日，广东代表团继续审议政府工作报告以及国家“十三五”规划，代表们纷纷围绕“住房、创新驱动、环境保护、精准扶贫”等方面建言献策。在谈到国家提出的“构建‘租购并举’住房制度”时，全国人大代表、广东省财政厅厅长曾志权指出，“租购并举”并非简单理解为“政府购房”，而是运用市场的手段去实现“人人有房住”。
陈建华：建议增加“减少船舶排放”
“广州对这次全国人大会议有两个直接贡献。”在审议时，全国人大代表、广州市人大常委会主任陈建华晒出了广州工作的两大“亮点”。
陈建华指出，一方面，广州市人大自主制定的募捐条例为全国人大制定《慈善法》提供了地方实践经验；另一方面，广州市率先应用低低温静电除尘技术对燃煤机组尾气进行超洁净排放改造，为国家全面实施燃煤电厂超低排放和节能改造提供了成功可推广的实践案例。

曾志权：广东房地产去库存压力并不大

“有些人理解为政府去买房了，这是不对的。住房问题一定要用市场手段，用市场手段才有活力并且可持续，具体是提高补贴标准还是政府买廉租房，下一步应该出台政策。”曾志权还指出，严格来说广东去库存压力不是很大，去产能压力也不是很大，因为广东改革比较早，这些年一直很注重产业转型升级，加上2000年对国企抓大放小，已经清理了一部分，“全省1.6亿平方米库存当中还有一些不是住房，例如有一些是办公用房，广东是人口大省，消化起来也快。”
在金融体制改革方面，曾志权建议要突出金融支持的方向，特别要突出金融在支持实体经济方面，“实体经济如果不作为重点去支持的话，经济应对下行压力，应对风险就没有了实招。”他建议要加强对中小企业的定向扶持，同时将部分金融企业的利润适度让步给实体经济。
此外，曾志权还建议尽快出台去杠杆的具体措施，通过优化信贷结构和提高直接融资比重等措施，降低企业融资成本。他认为，广东作为金融和科技创新大省，完全具备开展“投贷联动”试点的条件和能力。
张桂芳：确保扶贫资金每个铜板都用在刀刃上

此外还要建成扶贫工作长效机制，“因为贫困问题是动态的，在发展过程中，还会出现新贫困户和新的问题，特别要重视解决返贫问题。”
鲁修禄：建设珠三角城市群生态示范区
“建议环保部支持指导广东建设珠三角城市群生态示范区。”全国人大代表、省环保厅厅长鲁修禄在发言中指出，珠三角已有7市开展创建生态文明示范区，广州、江门也在筹备创建。珠三角已被国家确定为自主创新示范区，同时也在建设珠三角城市群国家森林城市，具有生态文明示范的条件。他指出，示范区可率先实施生态文明体制改革方案，在环境质量稳定达标，持续改善和商业模式方面先行先试。
周奕丰：建土壤数据库摸清土壤污染情况
围绕去年“土壤污染治理”的主题，全国人大代表、广东塑料交易所股份有限公司首席交易员周奕丰今年继续提出建议。
他认为，目前人们对水和空气的污染十分敏感，却对从根本上影响水和空气质量的土壤却重视不够，他建议政府鼓励各土壤研究院（所）运用现代信息科学技术，建设土壤数据库、标本库，并定期发布最新土壤数据，共享土壤资源信息。他还建议建议国家推行休耕试点项目，鼓励轮作种植，有利于保护和恢复土壤地力。
向晓梅：推动发展养老租赁业
