  从军区到战区,要实现十大转变

  韩卫国:我认为,要从十个方面实现转变。

  韩卫国:2月1日,中央军委在八一大楼举行了战区成立大会,我从习主席手中接过中部战区的军旗,心情十分振奋,有一种领兵上战场、带兵打仗的激情和动力。回来以后,战区党委立即召开会议,认真学习习主席训令,决心一定要按照“绝对忠诚、善谋打仗、指挥高效、敢打必胜”标准建设战区。战区组建一个多月,我们主要抓了十项工作。


  第一,抓思想统一。坚持用习主席国防和军队建设重要论述特别是战区训令当中的重要指示、标准和要求,来统一我们战区官兵的思想,明确任务、明确标准、明确要求。


  第二,抓机构组建。


  第三,抓联合作战值班。


  第四,抓能力分析。对照战区的职能任务,特别是中部战区职能任务,认真查找我们目前自身能力素质的短板弱项,再逐一对照,寻找拿出解决问题的措施和办法。


  第五,抓方案制定。这是军事斗争准备的一项重要工作。


  第六,抓指挥训练。组建伊始,我们立即组织机关人员军事素质能力的摸底,同时有针对性地展开相关指挥专业训练。


  第七,抓战备设施的建设。


  第八,抓需求论证。围绕职能任务,研究提高联合指挥能力的相关措施。


  第九,抓制度建立。围绕“战区主战”,逐步摸索、完善建立与之相适应的战备、训练、工作和生活秩序。


  第十,抓作风建设。按照战区组建伊始就要高标准、高起点的要求,按照政治建军、改革强军、依法治军的要求,我们抓了纪律建设、制度建设、作风建设。


  担负起习主席和中央军委交给的各项任务

  第三点,要高效指挥联合作战。通过“天天练、周周训、月月演”这些形式来提高能力,加快弥补弱项。


  第四点,要随时准备领兵打仗。牢固树立随时领兵打仗的思想,未来的战争不是等你准备好了才开战。


  围绕提高作战能力,下一步我们还要在这几个方面抓好:要准确理解意图,按照习主席和军委首长的意图来筹划和指挥打仗,真正做到仗怎么打兵就怎么练。过硬的战斗作风也是作战能力的重要部分,带兵就要带能杀敌的兵,在提高能力的过程当中要培养指挥机构、指挥员和部队想战、敢战,甚至盼战的思想和作风,在训练当中培养官兵有血性、有胆量、敢杀敌的顽强作风。


  我们相信,一定能够担负起习主席和中央军委交给的各项任务。习主席和中央军委一声令下,我们坚决完成任务,在为保卫国家主权安全和发展利益上贡献出全部智慧和力量。
