记者：此次人大会议，将审查第十三个五年规划纲要草案，请您简要介绍下“十三五”期间，国防动员领域的主要工作和目标规划。
盛斌：“十三五”时期在国家和军队发展历史上具有特殊重要的意义。做好“十三五”时期的国防动员工作，必须坚决贯彻习主席重大战略思想，以党在新形势下的强军目标为引领，着眼战略全局搞谋划，聚焦备战打赢抓动员，坚持军民融合促发展，健全体制机制重落实，围绕依法动员强法治，以经济社会发展为依托，以保障打赢信息化战争为核心，进一步完善与应急应战服务相统一的组织动员力、快速反应力和支援保障力，加快构建具有中国特色的新型国防动员体系，为遏制战争、支援作战、保障打赢奠定坚实的动员基础，为维护国家安全和发展利益作出应有贡献。具体而言，包括以下五个方面：
一要大力加强国防动员力量建设。调整优化民兵、预备役部队规模、结构和布局，突出抓好海上民兵、边海防民兵、应急民兵和新型预备役部队建设，提高国防动员各类专业保障队伍建设质量，打造平时能服务、急时能应急、战时能应战的国防动员力量体系。

记者：军委国防动员部组建运行后，如何强化国防动员的战略谋划和战略管理能力？
盛斌：习主席和中央军委着眼军队建设和改革大局，决定组建军委国防动员部，履行组织指导国防动员和后备力量建设职能，领导管理省军区。这一重大改革举措，实现了国防动员的体系重塑，开辟了国防动员工作的新纪元，对进一步加强国防动员战略谋划和宏观指导提出了新的更高要求。搞好战略谋划和宏观指导，第一位的是要把国防动员发展战略立起来。要创新国防动员战略指导，紧紧围绕国防动员根本职能使命，切实搞清楚新形势下国防动员的战略环境、战略定位、战略指导、战略重点和战略举措，为推动国防动员工作创新发展提供战略引领；要加强国防动员战略管理，推动国防动员管理方式由简单粗放式向精确化、行政命令式向法治化、分散配置式向集约化转变，整体提升国防动员的质量效能；要强化国防动员战略统筹，健全国防动员需求提报、潜力对接、军地协调、任务落实等工作运行机制，完善配套经济建设贯彻国防要求的政策制度和标准规范，在经济社会发展中厚植国防动员潜力。
记者：这次改革中，省军区转隶划归军委国防动员部领导管理。新形势下，如何认识省军区系统的职能使命？
盛斌：省军区体制在我军建设发展中具有特殊重要的意义。我理解，省军区系统是我国“三结合”武装力量体制的重要组织形式，是人民战争战略思想在军队体制方面的实际运用，是巩固军政军民团结、共筑强大国防的实践载体。按照相关法律规定，省军区系统是同级党委的军事部、地方政府的兵役机构、当地驻军的协调机关。
新形势下，省军区系统承担的使命任务艰巨而繁重。通过近年来省军区系统履行职能使命的丰富实践，从一定意义上讲，可以概括为“五部”：
一是应急应战的指挥部。在应急上，积极协同配合地方党委、政府，组织民兵预备役人员遂行抢险救灾、反恐维稳、处置突发事件等行动；在应战上，在军队指挥机构的统一指挥下，组织指挥民兵预备役部队担负防卫作战、消除空袭后果、维护社会稳定等任务。
二是地方党委的军事部。为同级地方党委履行抓武装工作、管武装工作职能当好参谋助手，协调抓好落实。
三是后备力量的建设部。坚持党管武装根本原则，组织领导民兵、预备役部队建设，打造过硬的后备力量。
四是同级政府的兵役部。协调有关部门抓好兵员征集、退役军人安置等方面工作。
五是军民融合的协调部。贯彻军民融合发展战略，为加快形成全要素、多领域、高效益的军民融合深度发展格局搭桥铺路。
记者：请您具体谈谈在推进军民融合深度发展中，省军区如何发挥协调作用？
盛斌：省军区系统是联结军地双方的纽带和桥梁，在推进军民融合深度发展中可以大有作为。
一是在需求汇总上发挥牵头作用。着眼依托经济社会发展，提高部队建设水平和遂行任务能力，动态掌握辖区内各部队对军民融合的新需要、新诉求，为军民融合深度发展提供有力牵引。
二是在规划纳入上发挥协调作用。积极主动地与地方政府搞好协调，把动员建设纳入国民经济和社会发展规划，在产业布局调整、科技体系创新、重大项目安排上，统筹考虑国防要求。
三是在政策制定上发挥推动作用。围绕发挥地方政府落实动员任务的主体作用，推动地方性国防动员法规和政策的制定出台，为军民融合深度发展提供法规保障。
四是在应急管理上发挥服务作用。坚持把国防动员相关资源、队伍与政府应急管理体系有机衔接，坚持平战结合、建用一致，大力提高应急能力，充分发挥国防动员在应急中的优势和作用，做到一笔投资、多重效益。
