  中国国防报3月9日消息,3月5日,国务院总理李克强代表国务院向十二届全国人大四次会议作政府工作报告,明确提出要“加强国防动员建设”。对国防动员系统而言,今年是新体制开局起步之年,是深化改革持续落实之年,如何在新的起点上,准确把握和确立国防动员事业发展的指导思想、目标任务和思路举措?就此,中国国防报专访了军队人大代表、中央军委国防动员部部长盛斌。


  记者:此次人大会议,将审查第十三个五年规划纲要草案,请您简要介绍下“十三五”期间,国防动员领域的主要工作和目标规划。


  盛斌:“十三五”时期在国家和军队发展历史上具有特殊重要的意义。做好“十三五”时期的国防动员工作,必须坚决贯彻习主席重大战略思想,以党在新形势下的强军目标为引领,着眼战略全局搞谋划,聚焦备战打赢抓动员,坚持军民融合促发展,健全体制机制重落实,围绕依法动员强法治,以经济社会发展为依托,以保障打赢信息化战争为核心,进一步完善与应急应战服务相统一的组织动员力、快速反应力和支援保障力,加快构建具有中国特色的新型国防动员体系,为遏制战争、支援作战、保障打赢奠定坚实的动员基础,为维护国家安全和发展利益作出应有贡献。具体而言,包括以下五个方面:


  一要大力加强国防动员力量建设。调整优化民兵、预备役部队规模、结构和布局,突出抓好海上民兵、边海防民兵、应急民兵和新型预备役部队建设,提高国防动员各类专业保障队伍建设质量,打造平时能服务、急时能应急、战时能应战的国防动员力量体系。


  二要拓展深化新兴动员领域工作。适应信息化战争要求,推动国防动员建设向海洋、太空、网络空间以及测绘导航、电磁频谱、气象水文、战略投送、高新技术装备维修保障等领域深化拓展,显著提升国防动员的科技含量。


  三要推进国防动员军民融合深度发展。着眼充分发挥国防动员在军民融合中的桥梁纽带作用,深入研究论证国防动员需求,准确掌握国防动员潜力,结合经济社会发展,全面贯彻动员要求,在重要基础设施中嵌入动员功能,把国防动员军民融合深度发展的路子走得更坚实、更宽广。


  四要完善国防动员基础支撑。健全完善国防动员体制机制,抓紧构建国防动员信息网络系统,完善平时征用和战时动员的法规制度,为进一步加强国防动员建设提供坚实有力的组织基础、技术支撑和法治保障。


  五要狠抓国防动员基本建设。配套完善边海防基础设施,构建重要经济目标综合防护体系,增强城市防空能力,推进军事设施保护和国防工程军民共管工作,深化普及全民国防教育,为建设巩固国防和强大军队夯实基础。


  记者:军委国防动员部组建运行后,如何强化国防动员的战略谋划和战略管理能力?


  盛斌:习主席和中央军委着眼军队建设和改革大局,决定组建军委国防动员部,履行组织指导国防动员和后备力量建设职能,领导管理省军区。这一重大改革举措,实现了国防动员的体系重塑,开辟了国防动员工作的新纪元,对进一步加强国防动员战略谋划和宏观指导提出了新的更高要求。搞好战略谋划和宏观指导,第一位的是要把国防动员发展战略立起来。要创新国防动员战略指导,紧紧围绕国防动员根本职能使命,切实搞清楚新形势下国防动员的战略环境、战略定位、战略指导、战略重点和战略举措,为推动国防动员工作创新发展提供战略引领;要加强国防动员战略管理,推动国防动员管理方式由简单粗放式向精确化、行政命令式向法治化、分散配置式向集约化转变,整体提升国防动员的质量效能;要强化国防动员战略统筹,健全国防动员需求提报、潜力对接、军地协调、任务落实等工作运行机制,完善配套经济建设贯彻国防要求的政策制度和标准规范,在经济社会发展中厚植国防动员潜力。


  记者:这次改革中,省军区转隶划归军委国防动员部领导管理。新形势下,如何认识省军区系统的职能使命?


  盛斌:省军区体制在我军建设发展中具有特殊重要的意义。我理解,省军区系统是我国“三结合”武装力量体制的重要组织形式,是人民战争战略思想在军队体制方面的实际运用,是巩固军政军民团结、共筑强大国防的实践载体。按照相关法律规定,省军区系统是同级党委的军事部、地方政府的兵役机构、当地驻军的协调机关。


  新形势下,省军区系统承担的使命任务艰巨而繁重。通过近年来省军区系统履行职能使命的丰富实践,从一定意义上讲,可以概括为“五部”:


  一是应急应战的指挥部。在应急上,积极协同配合地方党委、政府,组织民兵预备役人员遂行抢险救灾、反恐维稳、处置突发事件等行动;在应战上,在军队指挥机构的统一指挥下,组织指挥民兵预备役部队担负防卫作战、消除空袭后果、维护社会稳定等任务。


  二是地方党委的军事部。为同级地方党委履行抓武装工作、管武装工作职能当好参谋助手,协调抓好落实。


  三是后备力量的建设部。坚持党管武装根本原则,组织领导民兵、预备役部队建设,打造过硬的后备力量。


  四是同级政府的兵役部。协调有关部门抓好兵员征集、退役军人安置等方面工作。


  五是军民融合的协调部。贯彻军民融合发展战略,为加快形成全要素、多领域、高效益的军民融合深度发展格局搭桥铺路。


  记者:请您具体谈谈在推进军民融合深度发展中,省军区如何发挥协调作用?


  盛斌:省军区系统是联结军地双方的纽带和桥梁,在推进军民融合深度发展中可以大有作为。


  一是在需求汇总上发挥牵头作用。着眼依托经济社会发展,提高部队建设水平和遂行任务能力,动态掌握辖区内各部队对军民融合的新需要、新诉求,为军民融合深度发展提供有力牵引。


  二是在规划纳入上发挥协调作用。积极主动地与地方政府搞好协调,把动员建设纳入国民经济和社会发展规划,在产业布局调整、科技体系创新、重大项目安排上,统筹考虑国防要求。


  三是在政策制定上发挥推动作用。围绕发挥地方政府落实动员任务的主体作用,推动地方性国防动员法规和政策的制定出台,为军民融合深度发展提供法规保障。


  四是在应急管理上发挥服务作用。坚持把国防动员相关资源、队伍与政府应急管理体系有机衔接,坚持平战结合、建用一致,大力提高应急能力,充分发挥国防动员在应急中的优势和作用,做到一笔投资、多重效益。
