海关总署署长表示将采取措施促进贸易便利化

　　法制晚报快讯(文/人大报道组)法晚(微信公号ID:fzwb_52165216)记者获悉，海关总署署长于广洲在谈到如何使进出口贸易便利化时提到，将主要采取四个方面措施：

　　1、双随机：海关查谁、谁查，都由计算机来进行设定，减除人为自由裁量权，今年七月在全国推到90%;

　　2、通关一体化：把各关联合起来”全国一关“，在一个关把手续办齐，今年主要在税收征管和风险防控设立一些中心，在执法的统一上下功夫;

　　3、降费：在进出口贸易的环节上，有一些费用增加了企业的成本，在这方面要继续加大清理力度;

　　4、降进出口查验率：对那些风险小的企业，在出口方面查验率要比以往再降低，在有效监管的前提下，精准查验，通得快、通得便利。
