甘肃出新政去楼市库存 公积金“杠杆”成重要工具
中新网兰州3月9日电 (杨娜)甘肃省政府办公厅日前披露了一份关于去房地产库存的实施方案,到2019年底,甘肃的商品房库存周期力争明显缩短,全省商品房去库存周期基本控制在18个月以内。其中,公积金杠杆成为此次新政的重要工具。

  《方案》指出,做好房地产去库存工作,旨在贯彻落实中央关于推进供给侧结构性改革的重大决策部署,全面落实去产能、去库存、去杠杆、降成本、补短板的五大任务。

  结合甘肃的实际,《方案》提出甘肃要从加强土地管控,加大棚户区改造货币化安置力度等方面,因城施策,逐步消化商品房存量,有效控制增量,提振房地产市场信心和消费预期,防范市场风险,促进房地产市场持续稳定健康发展。

  为落实支持住房消费的金融税收政策,甘肃提出加强信贷支持。对居民家庭首次购买普通住房的商业性个人住房贷款,原则上最低首付款比例为25%,各地可向下浮动5个百分点;对拥有1套住房且相应购房贷款未结清的居民家庭,为改善居住条件再次申请商业性个人住房贷款购买普通住房,最低首付款比例调整为不低于30%。

  《方案》还对放宽住房公积金贷款政策作出了规定,全面开展住房公积金异地互认和异地贷款政策,鼓励各地结余资金在省内城市间调剂使用,支持住房消费。在此基础上,对于缴存职工家庭使用住房公积金委托贷款购买首套普通自住房,最低首付款比例为20%;对拥有1套住房并已结清相应购房贷款的居民家庭,再次申请住房公积金委托贷款购买住房的,最低首付款比例由30%降低至20%。

  住房公积金管理部门要主动服务,为农民工开设缴存账户建立“绿色通道”,鼓励农民工缴存住房公积金,以此鼓励、支持农民工和有意愿的农民进城购房。用工单位要将建立稳定劳动关系的农民工纳入住房公积金制度覆盖范围,依法保障其享受住房公积金政策。支持缴存住房公积金的农民工利用公积金贷款购买普通商品自住住房。

  有条件、有意愿进城购房的农民,《方案》指出,县市区政府要给予政策上的支持,除了银行业金融机构积极发展农村居民个人住房贷款业务之外,政府要出台相关政策保障进城农民及其子女平等享受就业、教育、医疗等公共服务,为其进城购房创造条件。

  在加大棚户区改造货币化安置力度方面,甘肃将采取政府购买服务的方式,用足用好国家开发银行政策性贷款,力争2016年全省棚改货币化安置率达到50%以上。对于商品房库存规模较大、去库存周期较长的市(州)、县(市、区)原则上要全面实行货币化安置。

  而对于货币化安置比例高于50%的市县,甘肃则督促银行业金融机构对其加大信贷资金支持,并建立公开、公平、公正的存量商品房回购机制,推动存量商品房转为棚户区改造安置房。

  此外,甘肃将立足市场需求,合理把控商品房用地供应闸门。对于库存总量消化周期明显过长的市县,暂缓或减少房地产开发土地供应。根据市场状况,研究制订未开发房地产用地的用途转换方案,通过调整土地用途、规划条件,引导未开发房地产用地转型利用。

  在房地产去库存的过程中,房地产企业需要顺应市场的规律调整营销策略,加强转型升级。《方案》提出,要鼓励房地产龙头企业,通过兼并、收购、重组等方式,开展规模化开发和集团化运作,不断提升市场竞争能力和可持续发展能力。鼓励引导房地产企业将持有的存量房源投放到租赁市场,或将符合条件的商品房改造为电商用房、都市“创客空间”、旅游地产、养老地产,从单一的开发销售向多元化发展转变。
