3月9日，澎湃新闻（www.thepaper.cn）记者从上海市征兵办公室获悉，根据《中华人民共和国兵役法》、《征兵工作条例》、《上海市征兵工作条例》及其他有关规定要求，现将2016年本市范围内适龄公民网上兵役登记的有关事项通告如下：
一、对象范围。
参加网上兵役登记的对象范围包括：
（1）凡具有本市部属、市属全日制公办普通高等学校、民办普通高等学校和独立学院学籍，年满18至22周岁（1994年1月1日至1998年12月31日期间出生）的男性在校生和年龄不超过24周岁（1992年1月1日以后出生）的男性毕业生。
（2）凡具有本市常住户籍、年满18至22周岁（1994年1月1日至1998年12月31日期间出生）的男性公民（不含本市高校在校大学生和应届毕业生）和12月31日前年龄不超过24周岁（1992年1月1日以后出生）的普通高等学校男性毕业生。
二、程序方法。
一是参加网上兵役登记和应征报名。“全国征兵网”已于2月1日正式开通，网上兵役登记、应征报名和政策咨询工作已全面展开。根据有关规定要求，于6月30日前，所有适龄公民均须自行登录“全国征兵网”（网址：http://www.gfbzb.gov.cn），填写兵役登记和应征报名信息（包括本人姓名、公民身份证号码、家庭住址、参军意向等基本信息），根据网上提示打印《男性公民兵役登记/应征报名表》；符合参军基本条件的高等学校在校生和毕业生，还须打印《大学生预征对象登记表》、《应征入伍高校学生补偿学费代偿国家助学贷款申请表》。
二是参加现场确认和初检初审。根据各区（县）征兵办和各高校的时间安排及规定要求，所有适龄公民应到指定地点参加现场确认和初检初审。（另发通告）
三、法律责任。
实行兵役登记和征兵体检既是公民、法人和其他组织的法定义务，也是机关、团体、企业事业单位的法定职责。各机关、团体、企事业单位和其他组织要依法组织或督促适龄公民及时登陆“全国征兵网”参加兵役登记、现场确认和初检初审。
凡不参加当年网上兵役登记、现场确认和初检初审的适龄公民，均不能被推荐、确定为预征对象，不能征集入伍，有关部门和单位也不能受理其就业、就学、出境和办理工商营业执照申请。适龄公民如拒绝、逃避兵役登记或征兵体检，公民、法人和其他组织如阻碍适龄公民参加兵役登记或征兵体检，经教育不改者，将依法追究法律责任。
四、咨询受理。
