日本《朝日新闻》3月14日报道称，北京时间14日当天下午12点25分左右，经过日本海上保安厅一艘巡逻飞机确认，中国“海大”号海洋调查船在东京都冲之鸟礁以北约300公里处海域航行。日本第3管区海上保安本部称，冲之鸟礁附近海域是“日本专属经济区（EEZ）”，外国籍船只未经过日本政府同意，禁止在该海域从事调查活动。
报道称，“海大”号船尾有一根电缆模样的物体垂在海中，疑似在冲之鸟礁海域从事海洋调查活 动。日方海保通过无线向“海大”号发出“警告”，要求对方停止调查行为，但“海大”号回应表示，“该海域属于公海”。日本海保部随后增派巡逻船，对中方海 洋调查船持续保持“警戒和监视”。
《朝日新闻》还称，在日本第3管区海保本部管辖的EEZ内，此前已有大约2年半未发现中国调查船。
实际上，冲之鸟礁是位于日本南部、西太平洋海域、菲律宾海 当中的一组珊瑚环礁。日本方面的描述为，“高约1米，由直径仅为数米的两块岩石组成”，中国方面则描述为5块岩石，涨潮前有5块岩石露出水面，涨潮时仅有 两块岩石露于海面之上 。冲之鸟礁退潮时东西长4.5公里、南北长1.7公里 。涨潮时，只有两块礁石露出水面，即东露岩（日本称“东小岛”）和北露岩（日本称“西小岛”），面积分别为1.6m2和6.4m2。
日本方面主张冲之鸟礁是岛屿，并以此冲之鸟礁为依据主张47万平方公里的专属经济区和约25.5万平方公里的外大陆架。自1987年开始围礁造岛，筑起混凝土墙等，通过不断努力，使这个不足10平方米的礁石成为人工“岛”。然而，按照《联合国海洋法公约》规定，要设定专属经济区必须要以自然形成的陆地为根据，而不是人工筑成的“岛” 。
针对日本的主张，中国、韩国等 国及中国台湾一直认为冲之鸟是岩礁而不是岛屿，冲之鸟礁不能供人类居住，也无法维持经济生活，设定大陆架没有任何根据 。根据《联合国海洋法公约》第121款明确界定，岛屿是在涨潮时露出水面的、自然形成的陆地区域，不应把不能维持人类生活的岩礁列入其中，也不应有专属经 济区和大陆架 。
据了解，“海大”号海洋调查船隶属于中国海洋大学，技术性能堪称目前国内最先进海 洋科考船。此前曾多次在中国钓鱼岛附近海域进行海洋科考工作。“海大”号为全焊接钢质特殊用途船舶，总长68米，型宽15.6米，型深7.6米，采用柴油 机驱动，满载为49人，装载多种科考设备，续航力5000海里，一次加满燃料可以在海上待一个月。该船于2013年10月下旬正式被交付中海大。包括“东 方红2号”和“天使1号”海洋科学调查船在内，中海大将拥有3艘不同规模和型号的海洋科学考察船，这在中国国内高校中实属少见。而这次以学校名字命名船 只，在国内来说也是第一次。
