京华时报讯（记者赵鹏）昨天，全国政协委员、中国社保学会理事、对外经济贸易大学保险学院副院长孙洁教授接受京华时报记者采访时表示，我国需要更明确的出台有关“低温津贴”的规定和标准，给予职工更多关怀和政策性保护。
在我国目前的法律法规中，并没有关于“低温津贴”的专门规定。只是在2004年3月施行，由原劳动保障部出台的《最低工资规定》中曾经有所涉及。不过该规定并未明确有关实施细则，如“低温津贴”的发放条件、标准、时限等具体内容。
近年来“高温津贴”的落实执行情况正变得越来越好。从目前各地发放“低温津贴”的现实来看，由于缺乏相应的实施细则和执行标准，“低温津贴”要执行起来困难重重。
孙洁表示，在低温劳保方面给予职工更多关怀和温暖，也是众望所归。例如高温可能导致中暑、晕倒等问题，而低温同样会导致冻伤等健康伤害问题，长时间严重失温甚至有致人死亡的可能。
她 分析，从狭义来看有关部门可考虑先在东北、新疆、内蒙古等传统意义的“三北”地区优先建立“低温津贴”制度的试点。而更广义来说，则可在集中供暖的大部分 北方地区全部试行建立低温津贴。对于覆盖群体，她谈到应针对园林绿化、环卫、交警、保安、建筑工人等长时间露天工作行业，面向其一线职工建立为宜。同时， 明确有关温度标准、补贴标准，以及资金筹集渠道等。
