  人才新政有利于建立具有国际竞争力的人才制度优势


  中共中央办公厅、国务院办公厅在2月份印发了《关于加强外国人永久居留服务管理的意见》。此外,公安部支持北京创新发展的20项出入境政策措施3月1号起正式实施,上海前段时间也出台了人才新政20条。我们能看到最近半年来,从中央到地方不断有国际人才方面的新政策出台。


  在“两会”第一天的政协开幕大会上,俞正声主席多次地提到国际人才、留学人才、华人华侨。李克强总理的政府工作报告中也提到了对华人华侨和人才工作的重视,创新人才,特别是“大众创业、万众创新”,也是这次工作报告一个重点。这实际上说明了中国政府对人才工作的高度重视,在“两会”报告里面都有所体现。特别是在这次的“十三五”规划草案里面,专门有一个章节是关于人才工作的,同时还提出了很多的人才项目,提出要建立具有国际竞争力的人才制度优势。最近中央和地方密集出台的一系列关于国际人才的政策,都体现了中国在不断地加快建立具有国际竞争力的人才制度优势。


  目前,中国的外籍人才从比例上来看还是偏低的。按照联合国和有关人口普查的统计,中国的国际人口比例大概只有0.04%。而在全球平均来看,国际人口在全世界其它国家的比例是3%,发达国家是10%以上,发展中国家是1.6%,印度的比例也达到0.6%。从这个意义上来讲,中国本身国际人才的流动和比例都是非常低的。


  中国过去30年是全国人口的流动,未来可能需要全球人才的流动。中国现在的货物流动做得最好,资本流动现在发达国家仍然有很多优势,中国也在迅速发展。人才流动方面,中国如果没有很好的机制和新的政策、框架来吸引国际人才的话,会处在一个不利的局面。未来建设创新性国家,如本次“两会”报告中所提到的,要进一步转变增长模式,提升经济,更加关注人才特别是国际人才的吸引和使用,让他们有更便利的渠道来中国,是非常重要的举措。


  现在中国与国际上的交往越来越密切。现在中美之间每天往返的人数就达到两万人,中欧之间每天是1万5千人。改革开放以来中国出去的新移民达到了1千万,出去的留学生也达到了4、5百万。中国在海外的国际人口群体越来越大,约有6千万华人华侨。如果他们的二、三代都算上,可能有7、8千万。这么大的一个群体与中国的合作与往来是越来越密切的,近期的国际人才政策非常受到关注。


  例如这次的政策中提到,海外华人的博士就可以申请绿卡,以往的很多限制取消了。不仅是华人华侨,还包括外国人、外国留学生,如果在北京工作,年薪能达到50万、纳税达到10万,就可以申请中国的绿卡,在上海是年薪60万、纳税12万就可以。这项政策实际上对于广大海外华人华侨、留学生和广大国际人才,都是非常利好的消息,说明中国朝着真正建立具有国际竞争力的人才制度迈进了一大步,是非常有意义的。


  对于企业来讲,无论是参与国际竞争,还是经济转型、创新经济,现在特别缺的就是人才。近期人才新政的实施,有助于企业吸引到大批新的国际人才,增强企业的国际竞争力,包括优秀的来华留学生也可以留下来为中国企业所用。对于很多事业单位来说,也是可以更好地吸引国外人才。而对于国际人才来讲,他们也有机会到中国来,为中国的发展出力,为中国的走出去提供更多帮助。中国现在对外投资越来越多,走出去的人越来越多。


  现在更多的中国企业要走出去,如果没有国际化的团队和国际化的人才做支撑,很难成功。包括华为、万达、中兴、联想、阿里巴巴、小米等大量的企业走出去,首先要有一系列的国际人才做支撑,不仅是中国人,也需要外国人,需要国际人才。人才新政为这些企业提供了很大的便利。特别是像中关村的创新企业,对于这些要打造中国的硅谷、打造中国的创新引擎、带动中国创新发展的高科技企业,吸引国际人才的政策支撑来得非常及时、非常到位。


  继续放开国际人才政策 发起设立国际人才组织 政策进一步放宽


  中国吸引国际人才的政策虽然很早就有,但是一直在政策的力度、宽松度上有限,这次相对来说是迈出了比较大的步伐,但是仍然有一些可以不断改进的地方。对于华人来说,现在申请绿卡要求有博士学位,今后可以让具有一定工作经验的华人也可以申请绿卡,不一定非要有博士学位的限制。现在的很多政策还只是局限在中关村等试点,希望可以尽快地向全国复制、推广。北京的政策开放了投资移民,边远省份可以因地制宜地出台当地吸引国际人才、吸引国际投资的政策。总的来说,政策还可以有更多的灵活性和更多的地区性差异。


  设立国家移民局


  随着外国人永久居留工作的不断展开,工作量会慢慢上来,我们有必要设立一个专门机构来做这方面的工作。这项工作基本上各个国家、地区都有专门的机构。像中国的台湾地区,6、7年前也成立了移民署,目的就是为了吸引国际人才。因为吸引一个国际人才,往往涉及很多方面的工作。例如,他不仅要办签证,也要办工作许可,有的还要办外国专家证,办家属的证件,还要提供很多福利便利,也就是说政策包括一系列的配套措施,涉及很多部门。前些年中国的绿卡政策,涉及了25个部门会签,所以有必要把具有国际人才管理经验的部门和人员汇集起来,设立一个专门的机构来加强这方面工作。成立中国的国家移民局是很有必要的,现在时机也比较成熟。特别是在这次中办和国办发布的《意见》中专门提到了要进一步完善国家移民管理机构设置和职责配置,从这个工作角度来讲也是有需求的。这方面有很多可以借鉴的国际经验。例如美国有专门的移民管理部门,英国、新加坡、中国香港、中国台湾都有类似的机构。设置这样一个机构,主要是向全世界释放一个信号,中国欢迎全世界的人才来落户、来发展、来寻找机会,来帮助中国走向世界。这涉及到很多方面的工作,原来是由不同的部门分别在做,如果有一个专门的机构能够协调,综合管理,会极大地提高效率,也简化了国际人才各种手续的办理。外国人永久居留工作对中国来讲是一个新的领域,这方面的服务,包括政府的管理都要跟上。同时除了正常的移民之外,可能还有一些非正常的移民,甚至包括偷渡等特殊情况,需要参照国际标准来处理。包括未来有可能还会接纳部分国际难民,这都需要一个专门的移民管理机构来做。现在首次从国家层面出台这样一个政策文件,表明了中国要建立有国际竞争力的制度,那么建立一个专门的移民管理机构是非常有必要的,而且时机也比较成熟了。


  设立国际人才组织


  中国现在已经是一个人才大国,也是一个贸易流动大国、资本流动大国。贸易流动领域有WTO进行全球治理,资本流动领域有IMF国际货币基金组织,但是现在国际上没有一个关于全球高端人才流动的组织。包括学历的互相认证、工程师资格的认证、甚至未来移民的配额、留学生的管理等,特别需要一个国际组织来协调,探讨如何进一步做好这方面工作的管理和提升。中国发起了亚投行,发起了“一带一路”,发起了丝路基金,还有之前的上海合作组织、“金砖五国”,都产生重要的影响。中国现在是人口流动大国,每年出去几十万的留学生、移民,现在又接纳外国人才到中国来,要从过去30年的吸引外资,到未来30年更多地去吸引外才。中国现在积极参与全球治理,今年又举办G20峰会,建立一个“人才WTO”,也就是世界人才组织(World Talent Organization)很有必要。而且中国主动发起一个国际组织的话,包括人员设置、机构等会像亚投行一样占据较大的主导地位。中国本身就是个人才大国,如果能够发起一个新的国际组织,同时能够让中国为全球治理和国际人才流动做出独特贡献,也是很有必要的。


  中国过去30多年之所以迅猛发展,是因为把全国的人才流动调动起来。每年毕业的700万大学生可以去全国各地,可以在任何城市工作,人才流动是非常自由的。农民工可以去全国任何地方打工,也是非常自由的。全国的人才流动和劳动力流动,带来了中国制造和中国创造的辉煌,中国成为世界第二大经济体。但是我们现在的人口红利已经开始消失,人口老化已经占到很大比例,沿海劳动力短缺已经让很多工厂停产。未来中国要转型,要开始考虑利用全球的人才红利。出台一系列政策,建立国家移民局,在国际上建立世界人才组织,可以让中国更好地在未来打下机构的基础和制度的优势,来吸引全球人才,让中国未来的软实力、创新转型得到更大的发挥。从过去的全国人口流动、人才流动,到未来的全球人才流动,对中国来讲是一个机遇。怎样抓住这个机遇,也就是李克强总理在“两会”报告里面谈到的,就是要怎样抓住“大众创业、万众创新”。“大众创业、万众创新”不仅指中国人,也需要全球的人才参与进来。这方面工作做好了,对我们未来的转型、经济的增长,都会有非常重要的关键作用。


  现在国家很重视这方面工作,中央也已经在考虑建立国际人才合作组织的建议。我们需要更多的人才进来,开展更多的国际人才比较、国际人才研究。中国与全球化智库(CCG)专门从事人才研究以及企业国际化、人才国际化的研究工作,可以做很多这些领域前期的研究和准备工作。我们也需要更多的国际人才来从事国际人才组织的工作。我们还要联合一些国际人口大国,可以从双边交流开始,例如可以与澳大利亚开展双边的人才交流,可以和加拿大、英国、法国、德国、美国分别开展双边交流,然后逐渐形成一个多边的机制,建立一个国际人才组织。就像与金砖国家有经济方面的组织,有亚投行是关于投资方面的组织,中国与其它国家也可以建立一个关于人才流动的组织,可以对未来人才流动起到引领和治理的作用。正如OECD这些国际组织对全球治理和发展,都起到非常积极的作用,现在中国来成立一个世界人才组织也是非常必要,而且中国非常重视人才,“人才”这个词汇本身也是中国的一个发明。


  设立移民局和吸引国际人才并不矛盾,可以同步进行。中国一方面要加强自身的国际人才吸引工作,现在我们已经有了两办从国家层面出台的文件,意义非常重大。正如1979年中国出台了《中国合资经营企业法》,对吸引外资、外商来华投资起到推动作用。现在中央和国务院出台关于外国人永久居留和服务管理的意见,也对未来外国人到中国来发展、外国人才到中国来发展起到决定性、推动性的作用。如果设立国家移民局,有助于中国更好地在这一方面建立制度优势。同时在国际治理方面,在国际人才流动、国际人才发展、国际人才使用和未来国际人才的学历认证、资格认证和留学生往来、人才互派、交流等方面,如果有一个国际人才组织发挥作用,将是非常大的进展和极大创举。中国本身有巨大的人才基础、人才流动,完全有资格,也有能力、有必要来建立一个世界人才组织,这对世界来说也是重要贡献。

  中国与全球化智库(CCG)在推动政策发展方面做了很多工作。CCG自2008年成立以来一直在关注国际人才研究,出版了几十本国际人才研究领域的专著,包括每年在社科文献出版社出版四本权威的国际人才蓝皮书,同时也为中组部、统战部、科技部、教育部、人社部、国侨办、国家外专局等与人才工作相关的部委做了大量的课题,提出很多建言献策。另外,CCG也做了大量相关的调研,包括在欧美同学会和很多社团中也做了大量研究,掌握很多这方面的数据。我们提出过很多政策建议,也看到政策不断地在完善。特别是最近中央出台的这些人才政策,我们参与了很多。例如最近出台的中关村和北京的20条人才新政,CCG课题组进驻中关村几个月,参与了各个环节的工作,包括实施细则的拟定。一直参与国际人才领域的研究和政策推动,CCG非常高兴看到中国在人才工作上迈出这么大的步伐,也看到中国的人才工作开始不断地迈向新的高度,具有国际竞争力的人才制度优势正在不断形成。CCG作为国内领先的、专业研究前沿国际人才的智库,能够对中国人才事业做出一些贡献,是非常值得欣慰的。


  中国体量巨大,中央和政府的影响力很大,从中央到地方集中力量办大事。从政策来讲,如果一个政策设计的好,可以带来很大的效果,这是政策红利,但如果一个政策设计的不好,也可能带来严重的后果。在这种情况下,中国可能比别的国家更有需求建立智库体系。通过智库体系的建设,能够提高决策的科学化和民主化,加强民主协商。加强智库体系的建设,能够在各项政策的制定过程中形成一定的政策竞争的市场,同时又能够帮助形成科学民主决策的体系,避免在公共政策的决策过程中出现偏差或者失误。中央提出加快智库建设,建立中国特色新型智库,也是非常及时、到位的建议。中国体量巨大,任何决策都会牵一发动全身,需要多家智库参与政策,形成一个智库的政策采购市场,便于政府更好地优化决策,同时也能帮助中国打造力,对中国的思想走出去、智库走出去都将是非常好的载体。所以智库的建设对于现阶段中国发展是非常必要的。


  虽然建国以来也有很多的官方智库,但是我们现在需要更多地鼓励多元化的智库。就像中央文件里面提到的,既要有国家的智库,也要有大学的智库,有企业的智库,更要有社会的智库,就是民间的智库,智库的多元化的发展是非常重要的。同时智库间应该有一些竞争,或者政府在政策采购方面,可以更多地选择各种不同的智库,有意识地让不同智库来参与决策,而不是说只依靠某个部委的研究院,或是依靠传统上的研究中心,那样时间长了后可能会有一些弊病。鼓励多元化,同时更多地鼓励社会智库、民间智库是很有必要的。就像改革开放初期,发展民营经济搞活了中国的经济市场,现在如果更多地鼓励社会智库、民间智库,就能搞活中国的政策市场、思想市场。同时,就像当年发展民营经济带动中国经济发展一样,发展民营智库,也会带来中国智库的大发展。任何的市场里面,有一定的不同体系、不同载体的话,会加快、促进良性的循环,促进他们之间的共生和竞争,同时能够为决策提供更多的选择和更多优化的机会,这是中国智库应该更多努力的方向。
