据了解，为全面落实海南省政府稳定菜价“十项措施”，严厉打击扰乱市场公平竞争正常经营秩序、哄抬物价、欺行霸市行为，2月6日，海南省工商局成立了以局长为组长的专案组，并于2月7日，对海口市南北蔬菜批发市场开办者海口南北蔬菜批发市场有限公司、海口市南北蔬菜批发市场49个档口的33家蔬菜批发商进行立案调查。2月27日，海南省工商局对海口市南北蔬菜批发市场开办者海口南北蔬菜批发市场作出没收违法所得242.45万元，罚款60.865万元的处罚。通过处罚，促进南北蔬菜市场开办者进行整改，推动菜价回落，疏导蔬菜进岛的通道，增加供应量和品种，促使市场回归公平有序。

经查，南北蔬菜批发市场一级批发商主要存在四方面违法经营行为，一是长期操控菜价，任由各批发零售环节哄抬菜价，严重损害了消费者的合法权益，破坏了海南春节期间的蔬菜市场经营秩序。调查发现，2016年1月以来，部分批发商在经营蔬菜批发过程中，与2015年全年度平均利润率相比，在经营成本没有明显变化的情况下，纯利润率明显增长，有的单日涨幅超过了27倍。违反了《海南经济特区商品交易市场管理条例》第二十六条第(一)项的规定，构成哄抬物价的违法行为。
二是严重违背了诚信经营的原则，长期将包装皮和蔬菜一起过称、一起计价。销售叶菜、荷兰豆、西兰花、四季豆等菜品的档口使用纸箱或泡沫箱进行包装，每个包装箱中放置2个塑料冰瓶用于保鲜。调查发现，2个冰瓶的重量合计为6—10斤不等。销售时，整个市场统一扣除2斤毛重，多出的4—8斤冰瓶重量与蔬菜一起销售给二级批发商，增加了蔬菜成本，在此后的销售链条中，各级经营者为了保证自身利润，势必将这种额外成本层层转嫁，最后由消费者承担，损害了消费者的合法权益。其行为违反了《海南经济特区商品交易市场管理条例》第二十六条第(三)项的规定，构成了“短尺少秤”的违法行为。
三是放任使用商业贿赂手段固定自身的经营利益，构成了商业贿赂行为。2014年1月至2015年11月，部分档口在经营过程中，接受市场开办者给予的返利。返利形式有两种，一种是摊位费返利，返利标准为每个档口1000元-2000元/月，返利对象是市场开办者的股东或其亲属经营的18个档口；另一种是吨位返利，返利标准是根据档口每月车辆运载蔬菜进入市场的吨位数计算，每吨返还5-7元，返利对象是经营规模较大、经营时间较长、业务量大的20个档口。这两种返利行为均未签订任何协议，并且是现金给付，开办者未如实入账，接受返利的经营者也没有记账。其行为违反了《反不正当竞争法》第八条和《关于禁止商业贿赂行为的暂行规定》第五条第一款的规定。
四是严重违反相关财经纪律，长期无台账经营，内部经营管理十分混乱。其行为违反了《国务院关于加强食品等产品安全监督管理的特别规定》第五条第一款和《海南省农产品质量安全条例》第三十三条第(二)项的规定，导致未依法建立台账，管理无序的混乱现象。
目前，工商管理人员已进驻南北蔬菜批发市场，约谈了市场开办者和蔬菜批发商，并下达了《行政指导意见书》，制定了《南北蔬菜批发市场监管规定》和《南北蔬菜批发市场监管措施》，引导、规范其经营行为。对49个档口33个一级批发商，海南省工商局做出罚没共计828.29万元的处罚，并将依法将其列入经营异常名录。
