　　文章称，内地在过去30多年的改革开放、向市场经济转型的过程中，已经抛弃了大部分苏联式的中央计划手段。但复杂而僵化的斯大林式官僚层级体系仍然存在，而且长期来看是推进改革的巨大障碍之一。
