“海运仓内参”（ID：hycplb）记得，李华波2011年逃往新加坡，其案发后，一度引起坊间强烈震动，因其贪污数额巨大，加之亡命海外，虽然只是一个小股长，却登上了“红色通缉令”并成为“二号人物”。这不禁让人好奇，李华波是怎样走向犯罪的深渊，又是怎样被遣返回国的呢？
惊天巨贪
据了解，从2006年10月至2010年12月，时任鄱阳县财政局经济建设股股长的李华波，利用管理该县农业、林业、水利等基本建设专项资金职务之便，伙同县农村信用联社、县财政局相关人员，通过私盖伪造的公章、提供虚假对账单等手段，转移县财政局资金9400余万元。李华波官职不高，却贪污数额巨大，堪称“苍蝇巨贪”。
李华波贪了这么多钱，都花到哪里去了呢？鄱阳县检察院办案人员曾先后前往福建厦门、广东珠海等地调查取证。侦查人员发现，李华波通过地下钱庄洗钱后到澳门进行赌博。
原来，从2008年4月至2011年1月期间，李华波在澳门赌博，累计投注金额近30亿港元，共输3400余万港元。
海外追赃
2012年9月，新加坡总检察署以三项“不诚实接受偷窃财产罪”指控李华波，涉及李华波转移到新加坡的赃款18.2万新元。
但是，面对新加坡检方的指控，李华波在法庭上拒不认罪。于是，最高检安排时任鄱阳县检察院反贪局副局长许轶峰，作为重要证人赴新加坡法庭作证，这是中国检察机关侦查人员首次在境外刑事法庭出庭作证。
2013年8月15日，新加坡法院一审判决认定新加坡总检察署对李华波的所有指控罪名成立，判处李华波15个月监禁，18.2万新元赃款归还中国。李华波不服一审判决，提出上诉。2014年7月10日，新加坡法院终审维持一审原判。
2012年3月，全国人大常委会通过的修改后刑诉法新增特别程序，修改后的法律第280条规定：对于贪污贿赂犯罪、恐怖活动犯罪等重大犯罪案件，犯罪嫌疑人、被告人逃匿，在通缉一年后不能到案，或者犯罪嫌疑人、被告人死亡，依照刑法规定应当追缴其违法所得及其他涉案财产的，检察院可以向法院提出没收违法所得的申请。
这就意味着，对李华波追赃、遣返有了更明确的法律依据，破解李华波案迎来了重大的转机。修改后的刑诉法实施后，鄱阳县检察院即决定对李华波夫妇启动违法所得没收程序调查。
2015年3月3日，江西省上饶市中级法院就李华波违法所得没收案作出一审裁定认为，被新加坡警方查封的李华波夫妇名下的财产，以及李华波在新加坡用于“全球投资计划”项目投资的150万新加坡元，均系违法所得，应予以没收。
据了解，李华波案是我国第一起运用“违法所得没收程序”追缴潜逃境外腐败分子涉案赃款的案例。
“苍蝇”终局
2015年伊始，李华波案有了突破性进展。“海运仓内参”（ID：hycplb）留意到，在坊间叙述里，有一个关键点被反复提到：“对李华波的成功劝返，促使其妻子徐爱红回国是关键。”据了解，徐爱红最初辩称其对李华波作案并不知情，她是无辜的，没有涉嫌犯罪。其后，经过监察机构的规劝，徐爱红主动打电话给肖连华要求谈回国事宜，并写下自首书，还表示将劝说丈夫李华波自首。
当年1月30日，徐爱红携两个女儿回国自首。妻子、女儿回国了，贪污的赃款已被多次冻结，自己又深陷牢狱。慑于追逃行动的强大压力，已经穷途末路的李华波最终选择回国投案自首，并于2月2日书写了致检察机关的自首书。
据了解，由于涉入李华波案，江西先后共有57名相关人员被追究责任，其中37人受到纪律处分，12人被移送司法机关追究刑事责任。此外，共有5名厅级干部和17名处级干部被问责。
“我自愿服刑完毕后回中国投案自首，自愿撤销在新加坡的所有诉讼，并配合新加坡司法机关将涉案资产悉数归还中国政府。”李华波如是说。2015年5月9日，从新加坡飞来的CA976航班在北京首都国际机场降落，李华波终于被遣返回国了。
李华波后来称：“终于回国了，感到踏实了。出逃这四年，我一直惶恐不安，夜不能寐，总梦见自己被抓进牢房里。别人出国是旅游，我做了亏心事，出了国也提心吊胆。去年我的父亲去世，我也没能回来尽孝，觉得很对不住家人。我对自己犯下的罪行供认不讳，非常悔恨。我愿意回国接受调查，早日交代清楚自己的罪行，改过自新。”
至此，“苍蝇巨贪”终于告别了惶惶不可终日的岁月，等待他的将是国法的严惩。只要是上了红色通缉令，就是逃到了天涯海角，也逃不出国法的惩处。
