　　过去，永兴岛用着“没有办法的办法”，靠地下水解决用水问题。当地的地下水盐分极高，不能饮用，只能用来洗澡、洗衣服等，且长期取用岛水会对珊瑚礁地质结构造成破坏。2012年11月10日，包括海水淡化与雨水净化工程的西沙永兴岛供水工程项目开工。

　　其中，永兴岛的海水淡化项目采用电膜法海水淡化技术，能源利用水品高，与传统海水淡化方法相比降低了用水成本。到了2016年1月，永兴岛的海水淡化设备基本完工，用水管网铺设也在2015年年底完成。永兴岛的淡水供给能力不仅因此成倍增长，解决了西沙永兴岛的用水难问题，还改善了永兴岛的生态环境。

　　海南省三沙市委书记、市政府市长肖杰在本届两会期间接受采访时表示： “让三沙天更蓝、岛更绿、海更清，就是我们的责任。”肖杰说，3年前三沙就提出停止抽取地下水，除了永兴岛海水淡化设备已完工外，今天西沙群岛其他每个岛礁也都有40吨-150吨不等的海水淡化设备。

　　“拓展蓝色经济空间，意味着要科学开发利用海洋资源。”肖杰表示，三沙市的所有海洋开发工作都建立在海洋生态保护这个基础之上。“三沙还建设了污水垃圾处理厂，现在叫永兴环保处理中心，它不仅是厂还是景观；市财政每年投入1000万元支持渔民转产转业，现在有150多名渔民已洗脚上岸，其中90多名农民成立了合作社养殖珍珠，收入反倒比过去打渔时增加了不少。”肖杰说：“生态资源得到了休养生息，我们对美丽三沙充满信心。”
