民政部：社工将服务“三留守”人群
京华时报讯（记者文静）3月15日是第十个国际社工日，民政部组织开展了全国性的国际社工日主题宣传活动。今年国际社工日的中国主题是“发展社会工作，助力扶贫济困”。昨天，民政部部长李立国在活动现场发言时强调，将会同有关部门研究制定支持专业社会工作参与扶贫济困和服务农村留守儿童、留守妇女、留守老人的政策措施。
此外，按照民政部发布的《老年社会工作服务指南》，老年社会工作服务的内容主要包括救助服务、照顾安排、适老化环境改造、家庭辅导、精神慰藉、危机干预、社会支持网络建设、社区参与、老年教育、咨询服务、权益保障、老年临终关怀等。
养老机构、城乡社区应根据服务对象的数量、自理能力的高低、服务的类型、服务的复杂性等因素进行人员配备；城镇养老机构每200名老年人应配备一名老年社会工作者，农村养老机构可参考上述标准配备；城市社区中每1000名老年人应配备一名以上的老年社会工作者，不满1000人的可多个社区配备一名老年社会工作者，农村社区可参考上述标准配备。
《指南》强调，老年社会工作服务应致力于实现老有所养、老有所医、老有所为、老有所学、老有所乐。老年社会工作服务应遵循独立、参与、照顾、自我实现、尊严的原则，促进老年人角色转换和社会适应，增强其社会支持网络，提升其晚年的生活和生命质量。
