　　时间倒回到2003年，刚当选为全国政协委员的于兵在当年的全国政协大会提交了一份特殊提案，建议“增加电视字幕以照顾聋人朋友的需要”。此后多年，他连续提交这一提案，并坚持在各种场合呼吁，改变后来真的发生了。

　　除了这份提案，履职14年来，于兵提交的近百份提案几乎无一不涉及残疾人尤其是听障人士，提案内容包括其就业、医疗、教育和福利保障等各方面。虽然并不是所有提案都能得到满意答复，但他依然坚持，“只有坚持自己的权利不放弃，那样才能有希望”。

　　唯一的听障委员

　　52岁的于兵拥有好多头衔：全国政协委员、国家二级美术师、吉林省艺术学院美术师、中国聋人协会副主席和吉林省聋协主席等。这些头衔之外，他身边的好友却说：他就是个憨厚老实、爱管闲事的“热心肠”。

　　1964年，于兵出生于吉林长春一个知识分子家庭。一岁多时，一场大病降临，因过量注入庆大霉素，他从此丧失了听力。失之东隅，收之桑榆。无声世界中的于兵对画面和色彩有着超乎常人的敏感。这一天赋被细心的父亲发现，经父母引导，他自此迈进绘画世界的大门，学习素描和中国山水画。1987年，于兵以吉林省专业课第一名的成绩考入长春大学特教学院。

　　大学毕业后，于兵来到吉林艺术学院干起了行政工作。对艺术颇有追求的他还成立了自己的创作工作室，研习国画。

　　2003年，一通意外的电话，让于兵原本平淡的生活从此改变。那一年，他当选为全国政协委员，还是当届全国政协2000多名委员中唯一的听障人士。

　　开两会带手语翻译

　　听不到外界声音的于兵，从搞艺术创作到参政议政，两者之间的跨度究竟有多大？

　　手语翻译咸树立每年全国两会期间，都会陪同于兵来到北京参会，两人搭档至今已十四年。咸树立告诉南都记者，最开始的两年，于兵每晚要花很长时间来学习第二天的议程资料，“当时他对参政议政了解不多，需要补课”。咸树立指了指窗台茶几上高高摞起的一叠资料册，“喏，前一晚温习资料的习惯还是没有变”。

　　除了阅读材料，于兵在小组会上的发言以及与其他委员交流沟通等，也需要借助翻译。虽然用手语完成日常沟通并不困难，但在参政议政时，经常会遇上一些抽象的词汇，于兵就和咸树立想出了一招，先就单个字词达成默契，再组合成一个个完整的词组。例如“和谐社会”这个词，他们约好把“和”、“谐”与“社会”拆开成3个手势。“‘和’是把两手张开后合在一起，‘谐’是两手交叉上下震动，”咸树立一边说一边演示，“而‘社会’这个词在聋语中本来就有特定的手势。”

　　不仅如此，每年两会开始前，于兵都会早早准备。他的同事、吉林艺术学院老师赵坤透露，今年两会前夕，于兵就关于“中国传统书画的装裱与修复”在学院内组织老师和同学展开讨论。讨论开始前，于兵悄悄递给赵坤厚厚一沓材料，原来是对中国传统书画修复现状的梳理。做事极度认真，几乎是认识于兵的人对他的共同评价。

　　履职多年，于兵说第十届全国政协委员万选蓉给了他很大帮助与指导。因为万选蓉的孩子也是听障人士，对他自然多了一份关注，还告诉他如何发言，如何寻找关注点，如何与老委员沟通。

　　当选为全国政协委员14年来，于兵的妈妈和爱人都非常支持他。特别是他的爱人，因为也是听障人士，对听障人士群体的心声特别感同身受。于兵的妈妈一开始担心他当选政协委员后太忙，后来看到他如此执着，不再说些什么，对他履职也默默支持。

　　有份提案一提就是十年

　　自当上全国政协委员至今，于兵在两会上递交的提案已近百份。这些提案涉及听障人士生活的方方面面：建议医院配手语护士，要求机关单位安置残疾人就业、呼吁提高特殊教育老师待遇，建议规范手语语言等。其中，关于开放聋人驾车的提案，于兵一提就是十年。

　　改革开放后，一些具备了经济条件的聋哑人士也想学车买车，但早些年因国家没有颁布相关法律法规允许聋哑人通过正规渠道学考驾照和驾驶小车，许多聋哑人士渴望成为“有车一族”的愿望一直无法实现。

　　于兵从2005年起就在全国两会上提出相关提案，呼吁开放聋人驾车。在他看来，健全的听力并非安全驾驶的关键要素，更重要的是驾驶人注意力的高度集中。而在这一点，聋人往往比健全人做得更好，“社会很多人认为听障人士不能驾车，甚至认为听障人士驾车会影响其他车辆和行人安全，这其实是一个认识误区。”

　　2012年10月，公安部发布第123号令修改《机动车驾驶证申领和使用规定》，依据新修订的《规定》，机动车驾驶证申请者需满足听力的要求为两耳分别距音叉50厘米能辨别声源方向，有听力障碍但佩戴助听设备能够达到以上条件的，可以申请小型汽车、小型自动挡汽车准驾车型的机动车驾驶证。即听障人士在佩戴助听设备后能听见50厘米外的声音，且能辨别出声音是从哪个方向发出来的，体检合格后就可以申请相关车型的机动车驾驶证。

　　这无疑给想要考驾照的听障人士带去福音。于兵也是在那一年成功考取驾照，几年来一次事故都没发生过。后来，于兵在通过网络、电话等方式收集听障人士对《规定》在各地落实情况的反馈中了解到，许多听障人在学车过程中遭遇各种“门槛”，如难过体检关、报名时交流受阻等。

　　调研中，于兵还发现，很多地区驾考至今未设置针对听障人的特殊措施，手语服务还不到位，这也是导致聋人考取驾照成功率很低的主要原因。以驾考科目三考试为例，听障人士考试，如有考官在聋人学员身边，考试时可随时用指点或者简单比划发出拐弯、调头等指令。但一些地方的科目三考试为电子语音考试，这让借助助听器才勉强能辨识模糊声响的聋人学员犯了难。

　　为渴望被“听”到者发声

　　今年两会，于兵再次发出呼吁，要对听障人设置特殊的体检、考试和教学规范，尽可能减少听障人士考取驾照的障碍。“驾车是法律应该给予聋人应有的权利”，谈及此，于兵有些激动。

　　平时，每有机会去国外，于兵也会特别留意当地对听障人士驾车问题的解决办法。据了解，韩国、美国等国都是不以听力损失程度来划分，而是以通过驾车考试为标准，“城市里现在都不让鸣笛了，明明可以通过反光镜来判断后方有无车辆，因此听音叉的测试方式显得不太合理。”

　　于兵的微信中，有好多听障人士发来的消息，有找他反映问题的，也有向他致谢的。问起如何做到十年坚持提出一个提案，于兵说既然自己是2000万听障人士的代表就必须站出来，“如果是该属于自己的权利都要放弃的话，那么真就看不到希望了。”

　　他说，失去了声音的他们也渴望被“听”到。他坦言，目前社会上信息交流无障碍服务还不到位，“听力残疾与肢体残疾不同，聋哑人士丧失听力和言语无法与人进行正常沟通交流，看病就医、求职、升学咨询、接受培训学习甚至打官司都困难重重。”

　　“我希望有更多的人能关注到聋人群体，认识和了解我们，虽然我们不能听、说，但经过努力也能成为很了不起的人”，于兵说。
