Viet Nam drought China Vietnam requesting drought relief

Total of Lancang River basin belongs to the Western monsoon climate, which is characterized by dry and rainy seasons. May-October is the rainy season, November-April dry season. Built of Lancang River Jinghong hydropower station in China, part of flood storage and flood in within the library, dry season increased the stream, to regulate water fill dry, played a significant benefit in flood control, drought relief, and improved the national flood control, water supply and raw materials.

越南大旱 中方应越方请求缓解旱情

  据中国网3月15日消息,记者从国家防总获悉,应越南社会主义共和国请求,我方启动澜沧江梯级水电站水量应急调度,缓解湄公河流域严重旱情。3月15日8时,澜沧江景洪水电站下泄流量已加大至2190立方米每秒,标志着应越方请求,由我方实施的澜沧江梯级水电站水量应急调度正式启动。


  据越媒体近日报道,受强厄尔尼诺现象的影响,越南南部的湄公河三角洲正遭受百年来最严重的旱情,湄公河水位也降至近90年最低。干涸的三角洲比往常提早2个月出现海水入侵现象,盐水已入侵三角洲主河道40-93公里,115万公顷冬春作物中30%受到威胁,沿海多省份将可能经受较长时间的缺水。除越南之外,湄公河流域其他国家也遭受干旱袭击。近期越方向我递交照会,希望我方进一步加大景洪水电站下泄流量,以助缓解湄公河下游旱情。


  据国家防总分析,今年以来在流域来水偏少2成,入库流量仅500立方米每秒左右的情况下,我澜沧江梯级水电站泄流达1000立方米每秒左右,累计为下游补水27亿立方米,较天然来水增加94%,有效地改善了下游枯水期供水条件,调丰补枯作用明显。为回应越方关切,国家防总、水利部商外交部决定,我方在力所能及的条件下,努力克服流域来水偏枯、河道航运安全保障、电网调度、电站机组检修等一系列困难,实施澜沧江梯级水电站水量应急调度,进一步加大景洪水电站下泄流量,以助缓解越方旱情。3月13日,国家防总下达调度令,要求3月15日至4月10日期间按日均2000立方米每秒加大景洪水电站出库流量。


  3月14日,水利部负责人应约会见越南驻华大使邓明魁,向越方正式通报我方实施澜沧江水量应急调度的安排,并希望加强中越双方在澜沧江-湄公河水资源方面的合作。邓明魁大使表示,中方在自身遭受旱灾影响的情况下,克服困难,付出了巨大代价向下游应急补水,助越缓解旱情,对此深表感谢,并将第一时间向国内报告有关情况,向公众客观介绍中方为此做出的积极努力。我外交部也及时向湄公河流域相关国家通报了此次水量应急调度安排。云南省防指成立了澜沧江梯级水电站水量应急调度沟通协调工作组,召开专题会议,并发出紧急通知督促指导有关地方和相关单位落实具体工作措施。中国南方电网公司、中国华能集团公司等单位也迅速制定了应急调度具体工作方案,保障了水量应急调度的顺利实施。


  另据了解,澜沧江—湄公河流经中国、老挝、缅甸、泰国、柬埔寨、越南等6国,干流全长4880公里,流域面积81万平方公里,年平均径流量4750亿立方米;我国境内干流长约2161公里,流域面积16万平方公里,约占澜沧江—湄公河全流域面积的20%、多年平均径流量的13.5%。澜沧江流域总体属于西部型季风气候,其显著特点是旱、雨两季分明。一般5~10月为雨季,11~4月为旱季。我国澜沧江干流建有景洪等水电站,汛期将部分洪水蓄留在库内,枯水季节加大放流,调丰补枯,在防洪、抗旱等方面发挥了显著效益,也改善了下游国家防洪、供水条件。
