  法制晚报讯(记者杜雯雯)中国铁路总公司在取得高铁票价自主定价权后会不会涨价?铁总目前的债务状况如何?近日,带着上述问题,《法制晚报》记者对全国人大代表、中国中铁副总工程师、中铁隧道集团副总工程师王梦恕进行了专访。


  王梦恕表示,目前除了小件货运外,铁总对于客运和重载货运均不会涨价。在谈及“西部修建高铁会亏损”的争议话题时,王梦恕给出了自己的解答:会赚钱的。


  谈自主定价


  小零件货运可以根据情况涨价


  法晚:铁总获得高铁票价自主定价权后,会以什么样的方式呈现?是不是旺季涨,淡季降?


  王梦恕:铁路是国家大动脉,高铁也分客运和货运。


  对客流来说,票价稳定很重要,这里面牵扯到很多方面,票定好了不会随意更改,相当于是个福利事业,该亏损就亏损,该盈利就盈利。这部分不能说完全按照市场化来,人流量多了当然多开车次,如果客流少你也不能停,你不能让乘客到了车站发现人少就没车。


  对货运而言,重载物资更不能随便涨价,比如拉矿石、拉煤炭等等。一涨价全国各种物资都要涨,钢铁矿石一涨那就不得了。


  现在可以自主涨价的,比如网上买东西,小件货运经过高铁运输等。这个小零件的货运可以根据情况涨价,但涨多少也需要双方讨论,也不是铁总单方面决定。总的来说,目前的打算就是其他的(票价)都不动,就是小件货运可以自主涨价。


  法晚:自主定价后,火车票是否会比现在好买一些?您觉得如何才能杜绝黄牛、抢票软件?


  王梦恕:还是和以前一样几种方法都可以买,票好不好买与票价没关系。有些(票难买)情况牵扯到铁路上职工关系,内部有跟黄牛勾结,我们抓到以后也不客气。现在有个问题,比如春节,大家为了增加买到票的几率,一买就是好几张,这个需要改进。


  高铁亏损吗?


  高铁总体来说还是赚钱的


  法晚:目前我们国家的高铁是否都还处于亏损状态?


  王梦恕:亏损不亏损是阶段性的,有时候这几个月盈利,下几个月亏损,总体来说是赚钱的。


  法晚:铁总目前是否还在研究恢复高铁350公里的时速?


  王梦恕:350是额定速度,但就像人吃饭吃八分饱,跑300公里时,空气阻力系数达到80%。比如北京到上海的高铁,验收速度是385,但实际上只跑300,就是考虑到安全问题、经济问题和零件的寿命问题等多方面的原因。


  在一些不是特别重要的线路上,若按照250修建,最好的经济速度是跑到200,空气阻力系数在30%,运营费相对便宜,票价也相对便宜。


  其实真正的速度提高不是靠这个,比如我们在进站出站细节的时间上要加快,司机的水平也亟待提高。


  西部修高铁


  驳斥“西部修高铁会亏损”言论


  法晚:目前铁总的债务有多少?铁总的盈利是否够还所欠银行的利息?铁总还希望国家给其减免债务吗?


  王梦恕:现在在3万亿左右,得还债嘛。一方面还债在往下降,一方面修新铁路又在向银行贷款。铁总包括铁路发展都是给银行打工,现在铁总的盈利还是能够还上银行的利息。


  2013年时,我们考虑先不修铁路,而是以运营赚钱还债为主。结果造成当时国家整个工业的下滑,钢铁、煤炭、机器加工、材料工厂很多行业都不行。


  就减免债务而言,现在铁总没有这样的权利。不过以前贷款利息在6%-10%左右,现在是4%左右,利息少了。过去,每年仅利息就是1800亿,1800亿一条铁路都出来了。


  很多人说的中国现在经济崩溃完全是错误的,我们正在爬坡最困难的时期。也就是近15年到20年,等到整个路网建成了就会赚钱。


  实际上,铁路发展能带动整个国家的经济发展。下滑也就是这几年,弄好以后中国就很厉害了。


  法晚:铁路向西部倾斜是目前非常热的话题,不过有观点认为西部修高铁的话很有可能会大面积亏损,你怎么看?


  王梦恕:不会,会赚钱的。西部修高铁最主要的是货运,其实货运最赚钱的,一列货运车影响三列客车。


  西部地区的新疆、西藏、青海土地加起来占了我们国家三分之一的土地,人口却不到3000万。西部要发展没有铁路不行,没有水也不行。这次我有个议案,就是南水北调西线方案要开启,为新疆调水解决供水工程,把新疆变成绿洲。


  谈南北车合并


  建议将中铁、中铁建也合并


  法晚:之前有报道称铁总要成立一家银行,目前此事有什么进展?


  王梦恕:现在银行这个事情搁置了,建一个银行也会增加很多人员等,出于很多方面的考虑,现在不提了。


  法晚:你怎么看待“南车北车”合并?


  王梦恕:绝对是个好事,南车北车以前在国内国外都“打架”,现在合并以后非常好,不用拉关系招投标。以前我们开玩笑说,“国内投标怕见同行,国外投标怕见老乡”。


  中铁、中铁建也是这个过程,互相顶互相压价。去年人大我就提出建议,把中铁、中铁建也合并了。我一说,这个股票就上涨了,说明大家还是认可这种东西。下一步大型企业要进行整顿合并,理念是有了,陆续要搞。


  烟大海底隧道


  预算是2600亿元最多十年回本


  法晚:烟台到大连的海底隧道多长时间可以回本?


  王梦恕:我们现在都在说要加强沿海隧道的修建,从烟台到大连的直线距离差不多是170公里,乘船6至8小时,铁路要多绕行1500km,高速公路要多绕行1600km。烟台到大连的这条隧道长125公里,预算是2600亿元,包括利息,回本最多十年,绝对赚钱。


  法晚:您今年向全国人大提交了关于加快琼州海峡跨海隧道的两份建议,有什么考虑?


  王梦恕:琼州海峡跨海通道工程是沿海铁路重要组成部分。这个工程涉及到能源、科技、国防等多领域。之前关于到底是修海底隧道还是高速公路有过争论,修公路的话,路过不去必须用桥,修桥当时方案报价是1200多亿,跨度不能低于1200米,高度不能少于73米,而且悬索桥一炸就坏,军事上考虑不允许,而且成本还是隧道的两倍高,寿命也就20年。海底隧道方案总体预算500亿元左右,寿命可达百年。无论从技术、资金、军事战略考虑,修建海底隧道都是更合适的方案。
