记者实地调查发现，“饿了么”、“美团外卖”、“口碑外卖”等多家平台存在上线商家证照不符、无证经营、卫生环境脏乱差等问题。平台存在监管漏洞。对此，上述平台回应称，已经对所有涉事商家做下线处理。去年11月，上海市消保委发布了数据显示，调查了9大外卖平台的100家餐厅，结果只有19家证照与实际相符。其中“饿了么”的证照符合率为零。

根据线索，记者来到冼村，发现小巷中加盟饿了么、派乐惠等订餐平台的快餐店有四五家。记者走入一家名为“湛江农家鸡”的餐馆，不到20平方米的狭长房间内一侧为厨灶，一侧堆积着做好的快餐。地面污水横流，生肉熟食随意摆放，墙壁满是油烟污渍。老板用乌黑的长指甲指着手机，向记者展示店铺在派乐惠和饿了么上的链接。
但记者发现，该店铺在饿了么上的营业执照和餐饮服务许可证图片均显示“上传中”。而派乐惠APP中，干净、宽敞的店铺照片与实际情况不符。“我们的饭菜你绝对放心，质量没有问题的。你看证件都是齐全的。”老板打开手机证明，但派乐惠中该店的营业执照显示为花都某炖品店，而餐饮服务许可证则为员村饺子馆，两者均与“湛江农家鸡”毫无关系。
面对记者的质疑，老板笑说，每天送往珠江新城、岗顶的快餐多达四五百份，从来没有吃出过问题。
深入调查
两证不齐全也能进入平台
证件不全、不符标准的黑餐馆是如何摇身一变，成为订餐平台中的“人气店铺”呢？学生是订外卖的主要群体之一，记者来到快餐小吃聚集的大学城贝岗村进行调查。一家名为“师兄烤肉拌饭”的负责人一边向记者展示摆放在厕所门口的一大盆生肉，以示环境卫生，一边向记者解说外卖平台的管理制度。
“我们的店铺在饿了么、口碑和美团外卖上都可以搜到，只需要工商营业执照登记就可以，一般都是联系区域经理，提交相关材料即可。我们也没有办餐饮服务许可证。”这位黄姓负责人称，开店两年多每天送出两百份外卖没出过问题，也没有人来检查过。
位于贝岗村深处的“港式O记快餐店”的李老板则有另一番说法。“餐馆上这些外卖平台需要两证齐全，否则不过关。”李老板斩钉截铁地说，但其随后拿出的“网格化”安全管理检查记录表却显示，该店既无营业执照，也无餐饮服务许可证，且没有从业人员健康证，并存在着食品生熟混放的情况。

已对涉事商户作下线处理
是否真如餐馆老板所说只需工商营业执照即可办理？记者登陆美团外卖、饿了么、口碑等多个外卖平台的官方网站，发现每个平台对商家的入驻要求都很严格，除了要实名填写餐馆材料之外，还需上传工商营业执照和餐饮服务许可证。记者尝试用虚假图片和信息注册，均未通过审核。
口碑外卖则表示，申请入驻平台的商户需上传相关证照（营业执照、餐饮服务许可证），并通过市场人员的线下核查，才可在平台上开展业务。但这核查工作确实存在一定的困难，比如部分商户配合度不高、核查市场人员的专业性不高、证照有效性难以核实等。报道中提到的疑似无证经营的“师兄烤肉拌饭”，口碑已对其作临时下线处理，并安排专门调查人员进一步核查其递交的相关证照，将根据最终调查结果决定其在平台上的去留。
饿了么也回复称，报道中涉及的这几家店铺已被下线，若有“漏网之鱼”欢迎举报，饿了么支持用户帮助平台清理。

消费者订餐记得保存凭证
对于外卖平台的监管问题，广东省消费者委员会表示，依据《消法》第四十四条规定，网络交易平台对入驻平台的商家有监管责任，应审核好商家的准入资质。如果消费者购买了平台商家的商品或者服务合法权益受到损害而得不到妥善处理或应有赔偿的，平台应承担起连带责任。
消委会也提醒消费者，应尽量选择知名的大型餐饮品牌进行订餐，若要订购风味小店的食品，也尽量选择自己线下光顾过的，对其经营资质、环境以及证照情况较为熟悉的店家。同时，在订餐时记得保存订餐及消费凭证，以备消费维权之用。此外，消费者还可查验送餐人员的健康证明，检查其服装是否整洁，配送的餐饮食品是否受到污染，是否有变质现象，餐饮食品包装是否清洁，热的餐饮食品温度是否能够得到保证。
