店面虽然不起眼,但这家店单月网络销量却高达1815单。

这是饿了么网上一家名为“咕咕叫快餐”店铺,每个月的网上订餐量高达2532单。网上登记地址为锦江区耿家巷,但实体店却是在一河之隔的武侯区胜利新村。店家上传的照片,门面和大堂宽敞亮丽,而商家实体店门面狭小局促,店内没有大堂,只有一间20平米左右的制作间。

在“饿了么”的网站上显示,这家网名为“食速达”的商家,菜品色泽艳丽,厨房不锈钢灶具洁净透亮。而实体店的厨房却是这样,昏暗狭小的制作间,墙上、灶台上、饭锅上到处是黑乎乎的油渍;老板娘刚刚从外面买来的火腿肠,用牙咬开外包装就直接分切配到炒饭中;掉进脏东西的饭盒,在桌上磕打一下,就直接装饭;用完盛饭板直接放在全是污渍的锅盖上

食速达经营者:“今年还少呢,没有去年多,赶上去年冬天的时候,一天送四十多来单,跟玩似的。”

这几家本已被关停的餐馆,可谓“名亡实存”,并且有些店可谓生意兴隆。他们如今在大门上或吧台前都贴上了标志,“本店已加盟饿了么”。

调查采访中,记者还发现了一个更为奇怪的现象。在通州万达广场东南角,饿一个没有任何牌匾标识的商铺,店铺办公室角落里有一台电脑,饿了么通州北苑地区配送团队的管理人员,平时就在这里用这台电脑上办公。

每天上午十点,所有配送员上岗前都要在商铺前开早会,然后开工外出接单。可是,每天散会后,配送团队中有三分之一的人并不离开,而是全都进了这家商铺里,排队等候。

每到这时,就在同一台电脑上,另外一个工作人员在上面操作着。令记者诧异的是他竟然打开了五个“饿了么”网上店铺的接单客户端。分别是久久香便当、ENJOY、hello咖喱、棒棒美食、台北治愈你。而排队等候的配送员,也接连从一个小窗里口,拿出包装好的餐盒,外出送餐。

饿了么派单员:“一个人两单,该走就走。”

记者打开饿了么网站找到了相应的店铺。这五家店登记地址各不相同,却都很模糊,五家店都没有上传实体店铺照片,但五家店铺无一例外都登上了方便客户搜索的首页。配送团队负责人向记者道出了这五家店的秘密。

饿了么配送员:“他就五个店,五个店合起来。”

饿了么通州北苑区域配送团队负责人:“五个店的餐都是从这里出。”

原来在这个店铺办公室的后面,还有一间十平方米左右的房间,里面有两个工作人员正在加工着食品。这五家店网上售出的所有外卖食品竟然全部出自于这间小小的厨房。

五家店店长:“咱们一天多少单,400多单,一天啊,你以为一个月啊。”

只有两个人,一天里是如何炒制出几百单形色各异饭菜的?这五家网上店铺里登载的一道道看似新鲜艳丽的美食,又是如何加工出来的呢?

原来,这个商铺的外间有两个大大的冰柜,里面是事先加工好的一份份塑料包装的冻菜。有人订餐,厨房工作人员就从冰柜里取出相应的品种,然后拿到后面的厨房,放进一支大电热水锅里加热。电热锅无法解冻的,就放进操作台上面的微波炉里。冻菜解冻化开后,再装进饭盒。之后配送员用印有饿了么字样的塑料袋包好,就配送给了订餐客户。

在这家店铺里的墙上贴着几张证照的复印件。工商营业执照显示,公司名称为上海泽洁投资管理有限公司,经营范围中有两项涉及食品内容,酒店管理(除酒店经营、除食品生产经营),批发非实物方式:预包装食品(不含熟食卤味、冷冻冷藏)。旁边贴着的是食品流通许可证,经营范围,同样是预包装食品(不含熟食卤味、冷冻冷藏)。记者查询北京食药局公开系统,并没有查到这家企业的餐饮服务许可申请登记。

同样地址模糊、没有实体照片,同样没有餐饮服务许可,同样挤在一个不到30平方米的商铺里,却又同样登上饿了么首页,那么这五家店究竟是什么来头呢?记者注意到,店里接单并分配送餐任务的工作人员,身着“饿了么”工服,这家店长也自称是饿了么的正式员工。

五家店店长:“店长,你不是饿了么的吗?怎么还能是这里的店长呢?我就是饿了么。这个店就是饿了么的?嗯。那我看营业执照怎么写上海的呢?嗯,挂的就是营业执照。咱这种店有多少?这个?你问这个干什么?就是问问。我们是独立部门,独立运行,那个,这个公司,那个,公司不让说。”

《食品安全法》中规定:网络食品交易第三方平台提供者应当对入网食品经营者进行实名登记,明确其食品安全管理责任;依法应当取得许可证的,还应当审查其许可证。

饿了么创立于2009年4月是由扎斯网络科技(上海)有限公司开发运营,按照饿了么网上公布的流程,注册开店只需三个步骤:提交开店申请,通过资质审核,上线营业。记者提交了希望在河北燕郊开店的申请。第二天便接到了“饿了么”燕郊地区负责审核工作的经理的电话。约定时间后,记者见到了这位工作人员。他说,在燕郊申请开店,可以没有实体店,甚至可不需要提供任何证照。

饿了么燕郊城市经理:“有店面的话,我要帮你,你付出的可能比较少一些,我要是纯,说白了就跟黑店似得,我也可以帮你。”

几天后这位经理再次约见记者,说能够帮助记者实现在“饿了么”开店的愿望。

饿了么燕郊城市经理:“店名叫什么?这个可以改没问题的,你可以先想个大概的,到时候改不了就麻烦了,想一个大概的就行。那就叫随便美食吧。那你现在地址我也简单帮你写一下,就是燕郊东贸,因为这个地址你没有。”

这位经理主动帮助记者填写了网上店名、地址、商家电话等简单信息后,拨通了饿了么客服电话。

饿了么燕郊城市经理:“喂,你好,我是饿了么这边的市场人员,我这边需要给一家新餐厅绑定一下餐厅管理员。”

随后记者接到饿了么客服人员打来的核实电话,只询问了商家注册的电话号码,并没有核查证照、地址等相关信息。

饿了么商家客服电话:“手机号码给您绑定成功了,刚刚给您设置的一个餐厅管理员的账户名是随便美食,这几个字的全拼,小写的拼音,您的餐厅已经新建成功了,您可以正常使用了。”

大约等待了五分钟,现场的这位经理告诉记者申请的店铺已经上线,随后,他又为记者演示了商家客户端的操作方法。
