媒体：第三批自贸区预计上半年出炉
中国证券网讯 第三批自贸区预计今年上半年出炉，获批数目将多于前面两批，可能达到6-7家。其中，广西、重庆、舟山、山东等地都有望入围。第三批自贸区更多以内陆省市为主，试验思路仍将坚持以开放倒逼改革，形成一批可复制、可推广的经验。
据上海证券报3月16日报道，当下的钦州市，正与南宁、北海、防城港等广西城市“组团”申报广西北部湾自贸区，申报方案已进入到审批环节。
另外，在山东团驻地，全国人大代表、青岛市市长张新起也表示，目前山东自贸区方案已进入国务院审批环节。
今年政府工作报告提出，扩大自贸试验区试点。虽然短短9个字，却给申报第三批自贸区的省份释放了一颗“定心丸”。
两会期间，一些代表委员纷纷就当地自贸区申报进展表态。全国人大代表、重庆市市长黄奇帆即对记者表示，重庆自贸区申报现在进行得很好，希望今年能获批进行试点。
还有一些代表委员为当地设立自贸区建言献策。全国人大代表、浙江省科技厅厅长周国辉提交了一分《关于加快设立中国（浙江舟山）自由贸易试验区的建议》，建议尽快批复设立中国（浙江舟山）自由贸易试验区，探索我国新一轮对外开放的海上门户。
全国政协委员、全国政协人口资源环境委员会副主任钟文等6人则联名提交了《关于推进海南自贸区建设的提案》，建议打造面向东盟的中国（海南）自由贸易试验区，推进海口、三亚、洋浦等3个自由贸易实验片区建设。
其实，在各地的“十三五”规划建议稿和地方政府工作报告中，自贸区成了高频词。据记者不完全统计，贵州、湖南、江西、河南、陕西、湖北等内陆省市均提出要借建设自贸区打造内陆开放新高地；广西、山东、黑龙江、内蒙古等沿边省份则提出要建设自贸区，推动中国与周边国家投资贸易便利化；浙江提出在宁波舟山口岸争取设立自由贸易港区。
在多地申建自贸区的同时，上海、天津、福建、广东正围绕改革高地全力攻坚，各地也在积极复制推广前两批自贸区的经验。自贸区建设“第三季”大幕开启。
对进入第三个年头的上海自贸区和即将年满一岁的天津、福建、广东自贸区，商务部部长高虎城在两会期间说，它们的效果已经显现出来。目前正在对上海自贸区扩区和福建、天津、广东三个自贸区情况进行评估，将择机根据评估情况再推出相关举措。
在全国政协常委、上海市政府参事室主任王新奎看来，上海自贸区最重要的一步就是迈出了政府职能转变、机构改革的步伐。
“探索政府职能转变不是造高楼大厦，可以立马见效果。但是经过2年多的试验，上海的整个营商环境有了很大改变。”王新奎认为，上海自贸区改革的下一步重点仍将围绕于此，即“着力加强全面深化改革开放各项措施的系统集成”。
王新奎说，我国管理体制改革的难点就在于解决条块分割问题，自贸区应担此改革大任。
在这点上，定位于京津冀协同发展高水平对外开放平台的天津自贸区或许将有动作。天津市副市长、中国（天津）自贸试验区管委会主任阎庆民曾经告诉上证报记者，天津自贸区肩负的一个重要任务就是为京津冀协同发展做前期准备，未来可能在探索京津冀行政一体化上的铺垫多一点。
据介绍，“十三五”期间，天津自贸区将加快政府职能转变，推进“一颗印章管审批”、“一个平台管信用”等“十个一”政府改革。
“第三季”的自贸区建设或许还将推出新试验区。

“无论探索系统集成，还是探索制度创新，都意味着将关掉一些利益部门，要打破一些篱笆墙。这是一个艰难和复杂的博弈过程，但这是大势所趋。期间，需要国家有关部门建立起科学的容错机制，解决创新的动力机制问题，解决一线创新者的后顾之忧，同时也需要各地政府彻底摆脱GDP崇拜和依赖，以制度创新为核心，用创新发展的眼光去建设好自贸区。”一位自贸区专家说。
