五措施稳定一线城市房价 多地公积金涵盖农民工

  当前全国楼市呈现出冰火两重天的格局。3月15日,在全国两会记者会上,住建部部长陈政高表示,今年1~2月份房地产库存达到了7.39亿平方米,增速达到了15.7%,并且一线城市和三四线城市情况大不一样,库存主要集中在三四线城市。


  农民工正成为三四线城市、中小城市的购房主力。陈政高表示,一些中小城市农民工的购房占整个购房总量的30%左右,在县城占到了50%,甚至更高。


  对于正在修订的《住房公积金管理条例》能否将农民工、个体工商户纳入其中,住建部副部长陆克华表示,《条例》没有正式出台,现在还不能说是否能够纳入《条例》当中。


  易居研究院智库中心研究总监严跃进对《每日经济新闻》记者说:“市场分化将考验政府政策的精准化能力。三四线城市去库存压力大,预计将农民工纳入住房公积金将成为鼓励农民购房的主要措施。”


  稳定一线城市房价成重任


  陈政高表示,目前房地产分化严重,而且日趋严重。一线城市和三四线城市情况大不一样。三四线城市的价格现在大体上是回落的,问题和矛盾主要集中在一线城市和部分二线城市。

  在今年两会上,部分一线城市官员也针对当前房价过快上涨发声。例如,3月6日下午,上海市委书记韩正就表示,近期上海房地产出现非理性过热,市场情绪抬高房价,对长远健康发展不利,必须关注和加强调控。

  值得注意的是,当前农民工正成为三四线城市、中小城市房地产去库存的主力军。“现在一些中小城市农民工的购房占整个购房总量的30%左右,在县城占到了50%,甚至更高。所以我说,农民工在城镇购房潜力是很大的。”陈政高说。


  倪鹏飞分析,结合“十三五”期间的户籍人口城镇化规划,农民工有1300万转移,如果有70%的农民工能够实现在城市里的购房转移,消化当前的库存以及保持稳增长还是有希望的。可以说,农民工购房是去库存、稳投资的最大新需求。


  中国社会科学院副研究员屈小博对《每日经济新闻》记者说:“农民工进城购房是城镇化的主要内容,也是目前房地产去库存的主要动力源。鼓励农民工进城买房,必须先解决他们的户籍问题,以及给予他们户籍背后一系列的社会公共服务。这样才能让他们安心到城市落户。”


  多地公积金已涵盖农民工


  记者注意到,为支持农民工进城购房,云南、甘肃等地把农民工纳入到住房公积金的覆盖范围。例如,甘肃省要求住房公积金管理部门为农民工开设缴存账户建立绿色通道,并且用工单位需将建立稳定劳动关系的农民工纳入到住房公积金制度覆盖范围,依法保障他们享受住房公积金的政策。


  2015年11月,住房城乡建设部起草《住房公积金管理条例(修订送审稿)》,报请国务院审议。对于该《条例》修改后是否纳入农民工、个体工商户的问题,陆克华表示,因为《条例》正在修订过程中,还没有正式出台,现在还不能说是否能够纳入《条例》当中。


  严跃进对《每日经济新闻》记者说:“部分农民工的就业环境并不理想,主要是企业为其缴纳公积金等层面都不到位。这使得农民工等无法很好地享受此类公积金购房的政策。后续在此类条例的制定中,势必要关注此类群体的购房问题。”


  严跃进也提及,针对农民工流动性大的特点,后续在公积金缴纳和提取方面应该提供更为灵活的手段和方式,这能够为此类农民工的住房问题解决提供更有利的条件。


  哪些城市库存高?


  陈政高:今年1~2月份房地产库存达7.39亿平方米,增速达15.7%,并且一线城市和三四线城市情况大不一样,库存主要集中在三四线城市。
