深圳实施中小学校长职级制 淡化行政级别
新华社深圳3月16日专电(记者孙飞)记者16日从广东省深圳市人力资源社会保障局获悉,《深圳市中小学校长职级制管理办法》等文件已经深圳市政府审议通过,深圳市人力资源社会保障局、深圳市教育局印发了这一办法。

  深圳市人力资源社会保障局相关负责人介绍,校长职级制通过设计校长职级体系,淡化中小学校长行政级别,破除不利于中小学校长跨校交流的制度障碍,建立以治校能力和实绩为核心的评价激励机制。据悉,此次出台的管理办法着重对职级设置、校长的选拔聘用、职级评价等要素进行了规定,以促进校长职业化、专业化发展。

  记者了解到,深圳实施的校长职级制总体原则是“分级聘用、统一评级”,即在不改变现行干部管理体制的前提下,校长按现行干部管理权限由任免机关选拔产生后纳入职级管理,由独立的职级评定委员会对深圳市区中小学校长进行职级评定。在制度设计上,既着眼于制度重构,也兼顾与现有中小学人事管理制度的衔接。

  具体而言,深圳市校长职级制的主要内容包括:职级设计采取正副校长分设职级、互不交叉的办法,正校长职级分设5个等级,副校长职级分设4个等级;重新设定校长、副校长岗位的准入条件;深圳市、区教育主管部门分别成立中小学校长职级评定委员会,负责对校长职级进行评定;对现有中小学绩效工资分配办法进行优化完善,建立了与校长职级序列对应的工资序列等。
