　　当年的总理记者会上，有记者提问：“中央政府在1997年7月1日香港回归以后会采取什么措施防止一些部委插手香港的事务?”

　　李鹏回应说，香港特别行政区将是一个高度自治的地区，中央政府的有关部委不会去干涉那里的事务。最近英方有人说7月1日以后他还要监督中英联合声明的实施情况，我想这是不现实的。因为7月1日以后中国已经恢复对香港行使主权，香港问题纯属中国内政。
