在燕郊等河北省环京城镇中，像方梦雯一样购房并在当地落户的北京上班族很常见。去年在京津冀协同发展加速的背景下，坊间关于“燕郊（等地）纳入北京”的传闻不断升温，每平米已突破两万元的燕郊房价正是首都周边城镇受热捧的极好注脚。
然而，那些梦想着通过在河北买房落户而扎根北京的北漂们将不得不发现，堪称全国最苛责的北京落户制度正在河北省环京城镇里被复制和执行。
近日，河北省政府印发实施《河北省建设新型城镇化与城乡统筹示范区规划(2016-2020年)》，全面放开城区人口100万以下的城市和建制镇落户限制，但是，这份文件也提出，环绕北京的三河市、香河县、固安县等首都周边城镇落户政策要“单独设限”。《规划》提出，要合理确定城区人口100万以上的城市和首都周边城镇落户条件。

最早在2000年以后，囿于北京高昂的房价和严苛的落户政策，许多北京上班族们开始将买房的目标转向燕郊、涿州、固安等地，而当地开发商当年甚至多以“买房送户口”这样的优惠吸引购房者。
庞大的需求也催热了房价。目前距离北京最近的燕郊的房价已经飙升到了将近2万元一平米，2012年燕郊房价为7000元一平米左右。据搜房网数据，燕郊主要的大型楼盘2014年至2015年均价平均上涨60%左右。
“不只是因为燕郊买房便宜，有些人在北京已经有了房子，但是没有户口，为了孩子上学，就在北京周边买房落户了。”方梦雯向界面新闻表示。“买房是最容易的落户方法了，准备好资料让开发商开介绍信，再去三河户籍科开准迁证，回原籍开迁出征，再去燕郊办新的户口本和身份证，其实是很方便的。”
只是这种方便随着当地政府对落户政策的收紧，正在变得越来越麻烦。其实早在2013年，三河市政府已经开始对落户人群进行限制。2013年1月26日河北新闻网曾报道称，三河市立足实际暂不批准购买二手房的外地人落户。
报道称，三河市官方解释不批准的原因是，人口迁入不仅是户籍信息登记的问题，而且涉及一个地区基础设施建设投入、居民社会保障和福利待遇、开展社会管理、提供公共服务等诸多问题。三河特殊的地理位置和经济社会的快速发展，使得近年来人口数量快速增加，且此趋势将持续相当长的时间。所以此举是“为了更好的保障三河市经济社会健康发展和人民群众的切身利益”。
而后在2014年11月发布的《河北省人民政府关于深化户籍制度改革的实施意见》中，河北省就对冀环京五县落户作出了单独设限。河北省“全面放开小城市和建制镇落户限制”的同时，环京五县落户条件为“在当地拥有合法稳定职业并有合法稳定住所，参加社会保险达到一定年限的人员，本人及其共同居住生活的配偶、子女、夫妻双方父母，可以申请办理当地常住户口。”
“现在买一手房还可以落户，交完房一年之内才下来房本，拿到房本以后，才能去办户口，北京现在在燕郊买房落户的特别多。”廊坊市燕郊一处楼盘售楼经理向界面新闻介绍：“现在这些政策对燕郊还是没什么影响，积分落户除了个信儿，但现在还没有实施，来燕郊买房落户的人还是很多的。”
值得注意的是，根据此前国务院公布的《居住证暂行条例》规定，城区人口500万以上的特大城市和超大城市和城区人口300万至500万的大城市可以建立完善积分落户制度。
“对于一线城市来说，实行积分制度是户籍政策宽松，但是对于首都周边地区积分落户制度实际上是收紧了。”中原地产首席分析师张大伟向界面新闻分析：“北三县过去的落户政策相对来说是比较宽松的，只要自己的房产或直系亲属在这里居住，变相地是从简单的居住条件增加了工作条件，比如当地社保，就对应着在当地工作。”
“积分落户政策目前来说还是个过程性的政策，一定程度上起到控制人口的作用。”对于积分落户可能起到的效果，张大伟表示：“事实上积分落户制度能抑制多少需求也很难说，因为在当地只要缴纳社保等一些手段，是可以达到落户的标准的，目前想达到一系列效果难度还比较大。”
同时，全国政协委员黄其森在“两会”期间指出积分落户政策门槛不宜过高，北京人口疏解外溢已成为必然，在紧邻北京的地区实行居住证积分落户制度有明显限制意味，与其承接北京产业、人口外溢功能的地位相矛盾。并建议对于廊坊等地这些接收北京人口外溢的第一地区，其积分落户政策不应以控制人口为前提，而是应当以接收首都外溢人口为目的。
