中国证监会副主席方星海昨日向媒体透露，证监会将争取在年内推出深港通，从准备情况看，下半年推出是可行的，而沪伦通目前仍处于可行性研究阶段。
国务院新闻办公室昨日举行沟通会，围绕“十三五规划与香港发展”议题与部分媒体进行交流。方星海是在该沟通会上回应香港媒体提问时作出上述表示的。
方星海表示，今年的政府工作报告明确提出适时推出深港通，中国证监会将全力以赴落实这一要求，争取在年内推出深港通。
他提出，“十三五”规划纲要草案中专门提到要深化内地与香港的金融合作，加快两地市场互联互通，后续会有一系列推动两地互联互通的新举措，深港通推出以后，内地与香港金融市场的互联互通水平无疑将进一步提升。
就深港通的具体准备情况及推出步骤，方星海介绍，深港通推出需要两地市场完成相关程序，联合宣布启动深港通试点，同时从确定推出到做好相应的技术系统准备大约需要4个月的时间，所有准备就绪后就可以开始交易。
“从具体时间安排来看，应该是下半年，这个时间推出深港通应该是可行的。”他说。
就媒体询问沪港通推出一年多后会否考虑完善相关制度规则，以及沪伦通筹备情况的问题，方星海表示，沪港通试点推出已有一年半时间，就此证监会做过内部评估，在去年该试点运行刚满一周年的时候，有关部门也在上海开过会进行了研讨。
他透露，对于是否对沪港通的一些制度条款进行扩充，比如扩大交易股票标的等，将会一并考虑，而沪伦通目前尚处于可行性研究的阶段，有了成果证监会将及时向社会公布。
方星海在媒体沟通会上披露数据称，去年香港是全球IPO市场“冠军”，当年香港市场股票首发规模达到337亿美元，超过了纽约、伦敦市场，其中80%以上的IPO是由内地企业完成的。他表示，证监会非常支持内地企业到香港首发。
在谈到沪伦通与沪港通、深港通之间是否有业务冲突时，方星海说，伦敦和香港处于两个完全不同的时区，沪伦通也无法在业务模式与沪港通和深港通简单复制，它们的内容是不同的，因此就不会形成一个排斥另一个的状况，对此市场不必有担心。
此外，沟通会上有媒体询问人民币不断贬值会否影响香港离岸人民币中心的运作这一问题，方星海称，人民币近期的波动完全处于一个正常范围之内，很难谈得上人民币形成了贬值趋势，因此不能说人民币今后就要长期贬值了。他认为，中国经济发展形势是非常好的，中国的经济增长率长期来看会快于很多其他发达国家，同时国内利率水平也比其他发达国家高，中国的信用状况也非常好，长期来看人民币会是一个比较安全的、有吸引力的资产类型。
方星海还谈到，香港作为全球最大人民币离岸枢纽中心的地位不可替代，还会进一步得到巩固和提升，人民币加入SDR以后，成为一个全球的储备货币只是时间问题，在这个过程中香港的前景非常美好，应对香港有充分信心。
