　　据沈丹阳介绍，从最近对全国20个省市的调研情况看，企业普遍反映，2016年的外贸形势总体上确实比2015年更加复杂严峻，2015年存在的困难没有丝毫减少，甚至有加重的趋势。从国际情况看，国际货币基金组织、世界银行等权威机构普遍下调2016年全球经济增速至6年来最低；从国内情况看，企业要素成本持续上升，外贸传统竞争优势弱化，固定资产投资持续放缓，进口需求下降，特别是产业和订单向外转移还在加快，加工贸易出口已经连续12个月下降，超过国际金融危机时水平。

　　不过，沈丹阳也强调，尽管形势严峻复杂，但做好今年外贸工作也面临许多有利条件，“我们仍然有信心也有决心，努力完成政府工作报告中提出的外贸发展任务，推动外贸回稳向好，为经济社会发展发挥更大作用。”

　　今年的政府工作报告中，没有对外贸进出口设定量化指标，仅要求“进出口回稳向好，国际收支基本平衡”。这也是该项指标，近年来首次缺席政府报告。

　　对此，商务部部长高虎城在3月9日曾解释，国际贸易持续低迷，全球主要31个经济体1、2月的进出口都是下滑。世行预测今年的全球贸易增长是6年来最低的，风险难以确定，“这样的情况下，很难做出定量指标，因此在今年政府工作报告中做出定性而不是定量的指标。”
