工程院:京津冀煤炭消耗密度是全球均值30倍

  新京报快讯(记者王晓枫) 17日,清华大学-布鲁金斯公共政策研究中心发布低碳发展蓝皮书《中国低碳发展报告2015-2016》。报告指出,经济新常态下未来五年经济增速将进一步下调,能源需求总量增速降低。能源消耗增速下降,特别是煤炭消费总量达峰,标志着中国低碳发展进入一个深刻变革的新阶段。


  针对报告,中国工程院副院长杜祥琬指出:“煤电排放二氧化碳高,这是煤电的死穴。我们这个环境实在是不能再恶化了,这是我们发展的基本目的,中国的环境容量已经比世界平均水平低好几倍,中国东部单位国土面积煤炭消耗是世界平均值12倍,京津冀地区煤炭消耗空间密度(单位:平方公里)是全球平均值30倍,可以想象,这些地方怎么能没雾霾?”


  “去年11月,北京长时间雾霾就和厄尔尼诺这个大气候变化事件有直接关系,厄尔尼诺使静稳天气增多,这样就减少刮风,那么就会导致两三周的雾霾。”发改委能源研究所前所长周大地表示。


  对于如何减少煤炭消费量,杜祥琬表示,现在煤炭占中国能源消费总量64%,希望到2020年能减到60%以下。首先,要将散烧煤尽量减下来,散烧煤不仅产生二氧化碳,而且污染环境。其次,现在已经被核准装机的煤电站已经超过中国能源电力需要,要将这个问题控制好。再次,要解决好储能问题,要提高风电太阳能储存能量的能力。
