  珠海在2011年1月起推出“双限令”,规定本地居民和缴纳一年以上社保的外地人,只能在主城区新增一套房;报备项目的住房均价也不得超过11285元(单位为每平方米,下同)。当时这一政策的出台,许多开发商表示,珠海属于外销型城市,“双限令”对珠海房地产影响很大。


  事实上,2014年9月26日,珠海市放宽了本地市民及外地人在中心城区购买144平方米以上的大户型的限制条件。事隔5年,为了响应国家提出的供给侧改革号召,珠海正式给房地产限购全面松绑。

  库存消化得差不多 很多楼盘没房可卖


  上月珠海全市一手楼均价达到14668元,位列全国第九。作为一个三线城市,珠海的房价排在全国前十。


  珠海左岸房地产顾问有限公司董事总经理李炳亮表示,现在珠海有多项利好,譬如横琴自贸区在珠海范围内,珠海毗邻澳门,港珠澳大桥,深中大桥让交通更便捷,另外珠海还有很好的自然环境,市政建设投入很大。他表示,现在三四线城市发展不均衡,大量的资金要找到出口,资金就流到北上广深,也包括珠海。因此,他认为珠海房价的上涨也不足为奇。


  虽然取消限购,但李炳亮认为,年初很多开发商已经涨过价了,如果再涨价,未来市场的风险会急剧放大,所以开发商也会很小心谨慎考虑这个问题。


  新快报记者昨天走访了珠海几个在售楼盘的开发商,后者均表示未有因此涨价的计划。另外,记者在采访中发现,不少楼盘都表示,库存都消化得差不多了,想卖也没房卖了。

  对珠海影响不大


  更多的是影响民众心理


  昨日,珠海取消限购的消息一经公布,在网上引起各方关注。不少网友纷纷表示“珠海房价又要疯长的节奏”,同时担心房价会被炒得更高。昨日,记者走访了市区几个在售楼盘,发现售楼部里面不时有前来看房的市民。据销售人员告诉记者,当天有很多珠海人打电话问是不是限购后会有购房入户,还有深圳客户问是不是放开后可以来买多套了。


  珠海左岸房地产顾问有限公司董事总经理李炳亮在接受新快报记者采访时表示,取消限购对市民心理的影响大过实际的影响。李炳亮表示,珠海2011年实行限购,通过将近5年消化,市民对限购这种措施从心理上已经消化得差不多了。目前,珠海主城区户型供给侧不大,短期内会促成主城区小户型的微微上涨,但因为量不大,所以影响是可以忽略不计的。


  李炳亮表示,珠海是一个人口只有160多万的城市,房价上涨很快,市道比较低迷,只靠本地的需求力量很难推动未来珠海的房地产良性的发展,珠海不管愿意与否都要加强外向型经济的依赖度,珠海外向型经济的转变,要取消掉限购这种过时的措施,因此,取消限购已经是势在必行。


  他希望媒体和市民不要过分解读取消限购这一事情,这个政策对珠海的影响已经不大,更多是影响民众的心理。横琴、唐家湾、西区等地本来就没有实行限购,要来的投资客早就来了,市内的中小户型即使外地人不来,本地人也能消化完,主城区取消限购,即使外地人想来买,实际上都没有房给人家买了。


  李炳亮认为,取消限购可以释放珠海成为外向型城市经济的动力,对珠海经济和全国经济的沟通互动起一定作用。

  广州没有


  取消限购的迫切性


  珠海取消限购后,广东省内就仅剩广州和深圳两个城市仍然实施限购。到底广州和深圳有没有机会取消限购?新快报记者就此采访了中山大学港澳珠江三角洲研究中心副主任林江。


  林江表示,珠海取消限购是配合去库存供给侧改革的一项措施,国家鼓励去库存就要鼓励民众去买房,这显然与之前所提的限购是相悖的,因此放开是大势所趋。


  他表示,深圳和广州是特别的情况,如果放得太开,就很可能会助长炒风。广州和深圳这两个城市会不会放开限购,主要看去库存压力,库存不大,未必要通过限购去库存。林江举例说,广州各地区的房价差距很大,学区房房价很高,白云、从化等地的房价相对较低,总体来说并没有非常离谱,所以没有即时要取消限购的迫切性。但他认为,从全国的趋势来说,限购只是一种临时性的手段,限购不能一直限下去,要让房地产回归市场应该就不要各种限制,趋势还是要放开。


  林江表示,买房要么是自住或者投资,如果珠海仅有160多万人,楼盘是以本地人自住为多的,但房价却是排在全国前十,这现象就有些高得离谱,政府则需要警惕。否则,如果是投资占多,投资者炒完深圳可能炒珠海。政府则需要更多关注买家结构,防止炒风盛行的问题。
