  中新网3月18日电 据国家铁路局网站消息,2015年全国铁路未发生铁路交通特别重大、重大事故;发生较大事故6件,同比持平。铁路交通事故死亡人数1037人,同比减少195人,下降15.8%。

  至2015年底,全国铁路营业里程达到12.1万公里,比上年增长8.2%。铁路路网密度达到126.0公里/万平方公里,比上年增加9.5公里/万平方公里。全国铁路旅客发送量完成25.35亿人,铁路货物发送量完成33.58亿吨,总换算周转量完成35714.91亿吨公里。

  据悉,两级铁路监管部门全年共开展19项785组次监督检查,发现各类问题6025个,下发安全问题整改通知书688份,问题整改率达到89%。深入推进铁路行业“打非治违”,协调地方政府及有关部门和企业,对涉及高铁安全的重点事项实行挂牌督办,加大推进力度,完成历史遗留的上跨高铁立交桥移交32座,完成高铁安全保护区划定10356公里。加大对影响铁路建设工程质量、运输安全、特别是非法穿越铁路施工等违法行为的打击力度,全年共依法查处制止涉及铁路安全生产的违法行为1005件,调查处理群众投诉举报398件,其中依法实施行政处罚112件,罚没金上缴国库1825.6万元。应急有备,认真做好突发事件应急处置,严格依法开展事故调查处理。

  至2015年底,全国高铁营业里程超过1.9万公里,比上年增加3306公里;高速铁路发送旅客9.61亿人,比上年增加2.71亿人,增长36.6%,占总旅客发送量的37.9%。

  2015年全国铁路未发生铁路交通特别重大、重大事故;发生较大事故6件,同比持平。铁路交通事故死亡人数1037人,同比减少195人,下降15.8%;10亿吨公里死亡率0.290,同比下降7.9%。“十二五”末较“十一五”末,全国铁路交通事故死亡人数下降34.7%、10亿吨公里死亡率下降33.4%,完成了“10亿吨公里死亡率下降25%以上”的国家“十二五”安全生产规划控制指标。

  2016年铁路安全监管工作重点,一是落实企业安全生产主体责任。从事铁路运输、建设、设备造修的企业要进一步强化安全生产红线意识和底线思维,持续强化安全管理基础。要围绕确保铁路运输安全持续稳定,进一步健全安全风险管理制度,强化安全生产过程控制,推进安全生产专项整治和设备改造,努力防控外部环境安全风险。要加强对法律法规和相关规章制度的宣传贯彻,着力营造良好的铁路安全法治氛围。

  二是强化铁路安全质量监管。加强铁路安全形势分析研判,盯住高铁、客车安全和危险货物运输安全等关键环节,坚持问题导向,严格按计划、按程序深入开展监督检查,督促企业落实安全隐患排查整改措施。持续推进“打非治违”专项行动,全面完成高铁安全保护区划定和上跨高铁立交桥移交,依法坚决查处危及铁路安全的非法违法行为,改善铁路沿线安全环境。细化落实铁路安全质量监督检查、行政处罚、事故调查、安全违法行为公告等一系列制度办法,进一步规范行政执法程序,提高执法水平。

  三是健全完善法规制度和标准体系。积极协调有关部门加快《铁路法》修订,形成修订草案。积极推进《铁路交通事故应急救援和调查处理条例》修正案年内发布实施。修订发布铁路技术管理规程等文件,发布实施铁路线路、桥梁、隧道、轨道等一批工程建设重要设计标准,修订一批铁路工程建设验收标准,组织修订《动车组通用技术条件》等国家标准和行业标准,为保障铁路建设和运营安全,强化行业监管提供技术专业支撑。

  四是健全完善监管机制。加强与国家有关部门、地方政府及铁路企业的信息交流沟通,完善突发事件应急管理、事故报告等工作机制。建立健全监管部门协同监管、联合执法机制,积极拓展社会监督渠道,加强对群众投诉举报问题的调查处理,努力在构建“企业主体、政府监管、社会监督”的安全监管体系上见成效。
