  新华网3月18日消息,记者从安徽省教育厅获悉,安徽省将全面实施中小学教师资格定期注册制度改革,对教师入职后从教资格定期核查,通过破除教师资格终身制,畅通不合格教师出口关,建立严格准入、能进能出的教师管理新机制。


  根据安徽省教育厅关于全面实施中小学教师资格定期注册制度改革的指导意见,中小学教师资格定期注册制度实行5年一周期,包括首次注册和定期注册。注册合格者,可在注册有效期内,按照教师资格类别从事教育教学工作,并享受相应的教师待遇;暂缓注册者,期间不得晋升高一级教师职称,不得参加评优评先;注册不合格者,不得从事教育教学工作,应及时调离教育教学岗位。


  中小学教师资格定期注册的范围对象为公办普通中小学、中等职业学校和幼儿园的在编在岗教师(含经县级以上政府批准招聘的与当地在编公办教师一样工资待遇的聘用教师);民办普通中小学、中等职业学校和幼儿园的聘用在岗教师。定期注册对象须持有教师资格证书且在教育教学岗位上,包括专任教师、教学与管理“双肩挑”人员以及承担实验教学、心理健康教育、少先队工作、教育信息化运维等专业人员。列入中小学教师资格定期注册范围对象的人员,均须按时申请定期注册。


  安徽省教育厅要求,各市、县教育部门要以中小学教师资格定期注册制度改革为契机,完善各项规章制度,进一步强化中小学教师队伍管理,全面加强教师队伍建设。要坚持把师德师风建设摆在教师队伍建设的首位,在定期注册、评优评先、职称评审、年度考核等工作中,严格实行“师德问题”一票否决。通过实施定期注册改革,进一步规范中小学教师的从教行为,激发教师队伍的活力,促进教师的专业发展,为基本实现教育现代化提供有力的师资保障。
