3月6日，赖女士到郑州市第二中医院体检。在医生建议下，赖女士先是做了B超，接着医生又告诉她妇科病“很严重”，需要花400元做清洗。清洗还没做完，躺在治疗床上的赖女士，又被告知“病情特别严重”，需要再做一个3000多元的中医治疗。
而就在手术台上还没想明白“原本告知只需400元的治疗费，怎么就花了4000多元”的时候，医生又通知赖女士还要再补交1900多元的费用。赖女士说不想治了，也不再交钱了。医生说“不交不行，都已经治过了”。她无奈将身上仅有的150元现金交给医院后，在医生的要求下，又给医院打了1750元的欠条。
“越想越不对”的赖女士感觉被骗了，将情况举报给了媒体和郑州市卫生监督局。郑州市卫生监督局现场检查发现，赖女士当天看病实际发生的费用不足3000元。

接到举报后，郑州市卫生监督局迅速介入调查。郑州市卫生监督局副局长单志民说，医院主要存在三大问题：一是诊断不规范；二是治疗前告知不规范，没有一次性或者尽可能给患者解释清楚治疗方案和费用；三是用“特殊治疗一”“特殊治疗二”等治疗项目不明确的治疗方案“打包”向患者收费，损害了患者的知情权。
郑州市卫生监督局已向郑州市第二中医院下达了整改意见通知书，要求医院就存在的不规范行为作出限期整改。
目前，郑州市第二中医院退还了患者部分治疗费用及赔偿费，共计7500元，涉事医生被停职检查。陈宪忠表示，下一步，全院将自查梳理，进一步明确收费项目明细，并在职工中开展法律法规，医德医风、规范行医方面的培训学习，杜绝此类违规事件发生。
