2012年是屏南县村级组织换届选举年，陆盛彪在基层走访工作中发现，随着屏南县域经济的发展，基层群众民主意识不断增强，参选热情高涨，部分涉及项目建设、征地拆迁等工程建设的村居竞争尤为激烈。担心其中存在一些苗头隐患，2012年1月，陆盛彪在宁德市第三届人民代表大会第一次会议屏南代表团审议期间提出，希望检察机关能提前介入，依法监督村级组织换届选举，防止贿选等不正之风，确保选举过程风清气正。
陆盛彪的建议引起了宁德市两级检察院机关重视。会后，屏南县检察院按照市检察院要求，迅速对陆盛彪反映的问题进行调研，并出台了《关于在全县村级组织换届选举期间开展专项预防工作方案》。方案得到当地党委的高度重视，县委常委会专题讨论并将方案下发全县各乡镇，宣传、指导、监督村级组织换届选举工作。
