环保部回应江苏高邮603元罚单事件：责成调查
央广网北京3月19日消息（记者侯艳）据中国之声《全国新闻联播》报道，近日，江苏省高邮市光明化工厂因废水pH值超标被当地环保部门处以603元罚款的消息曝光后引发舆论质疑，认为“603元罚得太低”，不足以威慑环境违法企业。环保部作出回应，责成江苏省环保厅立即调查，调查结果及时公开。
2月24号，江苏省环保厅通报了4起环境违法案件查处情况。通报显示，高邮市光明化工厂被查出有排放的废水PH值超标等四项问题，其中废水PH值超标问题被罚款603元。这样的罚金引发了社会质疑。高邮市环保局宣传科科长苏进表示，罚款数额是依法作出的。罚600多是有依据的，他们是严格按照环保法的有关规定做的处罚，计算公式都有，它是农药生产企业，排水一天也就30吨左右，量比较小。
2月27号，江苏省环保厅对处罚情况进行了说明，称处罚的依据是《中华人民共和国水污染防治法》第七十四条第一款，其规定超标排放水污染物的，处以应缴纳排污费数额二倍以上五倍以下的罚款，对光明化工废水PH值超标的违法行为处以罚款603元，就是它应缴排污费的3倍。南京大学法学院副教授吴卫星表示，处罚合法。对高邮环保局来说执法是没有问题的，有的企业排污量很小，应缴纳排污费计算出来的结果就很小。
去年实施的新环保法被称为史上最严环保法，其中“按日计罚”规定是最大亮点。国务院发展研究中心资源与环境政策研究所副所长、中国社科院法学所教授常纪文指出，如果不对2008年开始实施的水污染防治法进行修订，“按日计罚”就难以发挥其威慑力。环保法里只规定了“按日计罚”，没有规定罚款数额，具体实施还得依靠水污染防治法、大气污染防治法这些专门的法律来规定。（判罚）当前没问题，这反映了水污染防治法不符合现实，太少了，不足以威慑这个行为。
环保部昨天也对此作出回应，表示高度重视，责成江苏省环保厅立即调查，调查结果及时公开，发现问题严肃处理。
