　　中国经济网海口3月18日讯 海口海关日前破获一起通过低报价格和绕越设关地偷运走私进口蟒蛇皮大案，该案总案值3.1亿元。这是海关总署“国门利剑2016”联合专项行动以来破获的又一重大走私犯罪案件，也是目前为止全国海关最大一起走私蟒蛇皮案。

　　2015年1月，海口海关缉私部门通过情报综合分析发现，海南某蟒业科技股份有限公司申报进口的越南产蟒蛇皮申报价格偏低，存在以低报价格进行 走私的重大嫌疑。调查发现，该公司借支持生产民族乐器等名义，取得大量“中国野生动物经营利用管理专用标识”，随后大肆在越南等地购买蟒蛇皮及其制品，以 低报价格和绕越设关地偷运走私方式，进口蟒蛇皮后加工销售牟利。

　　随即，该关缉私部门成立专案组，先后出动警力600余人次，奔赴广西凭祥、防城港、江苏苏州等多地调查取证，对比进出口数据，调查走访相关进出 口公司、养殖基地、仓库等。经过长达一年的艰苦侦查，专案组摸清整个走私链条的人员架构、分工，掌握了走私犯罪的部分证据材料，一个活跃于广西、海南的走 私蟒蛇皮的团伙网络浮出水面。

　　今年1月29 日晚19点20分，该关缉私部门出动警力80余人，分成6个行动组，在海南海口、文昌、江苏苏州、福建宁德、广西凭祥等五地同步开展抓捕收网行动，现场查 扣涉嫌走私进口蟒蛇皮24697张、关键证据材料一批，主要犯罪嫌疑人悉数落网。至此，一起通过低报价格和绕越设关地偷运走私进口蟒蛇皮的大案成功破获。

　　据悉，蟒蛇为国家一级重点保护的野生动物，我国对进口蟒蛇皮实行许可证管理，具有资质的企业经批准才可凭“允许进口濒危野生动物许可证书”向海关报关进口。

　　海南某蟒业科技股份有限公司是国内为数不多的具有此资质的企业之一。2014年至今，该公司与境外供货商勾结，将越南产蟒蛇皮以低报价格和绕越设关地偷 运两种方式走私进口：一是与越南代理公司串通，采用制作使用虚假报关单证的手法，在广西凭祥、海南海口等口岸低报价格走私进口蟒蛇皮、蟒蛇蛋等，涉案蟒蛇 皮4.2万张、蟒蛇蛋8000个，低报价格幅度达65%-75%，案值约1亿元，涉嫌偷逃税款约1100万元；二是将在越南采购的蟒蛇皮运到中越边境，通 过在广西的走私通关团伙操作，从广西东兴中越边境非设关地偷运走私进境，进而运至海南海口、江苏苏州等地销售牟利，涉案蟒蛇皮2.6万张，案值约2.1亿 元。

　　目前该案还在进一步侦办中。
