李扬：推进供给侧改革关键是减少政府对市场干预
人民网北京3月19日电（记者李彤）“大道需至简，当前关于供给侧结构性改革各种各样的讨论，给人的感觉是越看越糊涂。”今日，在国务院发展研究中心主办的“中国发展高层论坛2016年会”经济峰会上，中国社会科学院原副院长李扬表示，下一步推进供给侧改革很关键的是减少政府对市场的干预。
李扬认为，十八届三中全会明确市场在资源配置中起决定性作用和更好发挥政府作用，这是供给侧改革的核心，要减少政府直接参与资源配置。在供给侧改革战略转型过程中，政府应该在六个方面发挥作用。
第一，应通过深化改革，促进市场逐渐完善，创造让企业和市场发挥作用的制度环境。从政府主导的经济转变到企业主导、市场发挥作用的机制，必须政府来引导改革。
第二，要稳定宏观经济并在需求侧方面有所作为，让企业有稳定预期，营造市场利于企业活动的各种要素。
第三，加强和优化公共服务，通过改革把公共产品、公共服务提供出来，为市场在资源配置中发挥决定性作用创造条件，解除人们的后顾之忧。
第四，要加强市场监管，保障公共竞争和维护市场秩序。让企业更好的干，让市场更好发挥作用。
第五，要促进共同富裕，在整个经济活动层面上发挥政府的作用。
第六，弥补市场失灵，市场不是万能的，有了问题政府要出面解决。
