  招商局一位内部人士对《华夏时报》记者称,重组之后,招商局可以利用丰富的物流资源,为中外运提供源源不断的支持;而中外运作为新集团的A股物流上市平台,有望从物流板块的后续资产注入及进一步的整合中受益。


  “两家央企实施重组主要是为了避免恶性竞争。”肖毅敏称。李锦也认为,“此次重组可以使双方在资金、技术、资源等方面形成互补,也能避免同行业间的竞争,有利于进一步提升国际竞争力。”


  另一个纵向重组的典型是中冶整体并入五矿。一位资源类国企人士对本报记者说,作为承包商的中冶与掌握矿产资源的五矿是上下游的关系,纵向整合可以最大限度地减少议价成本,改变五矿的亏损局面。


  “中冶并入五矿,既有重组的特征,又有清理退出的特征。”李锦进一步说,“如果和五矿结合,由五矿进行配套,通过链条重组的方式,就挽救了亏损企业。”


  不是单纯减数量


  在李锦看来,央企不管采取纵向重组还是横向重组,背后都有一条主线,就是供给侧改革和“一带一路”战略规划。


  “去年10月份之前,央企重组主要是围绕‘一带一路’战略规划来进行的,如南北车合并。而10月份后,供给侧改革成为央企整合的指导思想,在供给侧改革下,央企的供给结构、产业结构改革都将加快进度。”李锦称。


  民生证券研究院的一份研报显示,央企重组现在更加强调“数量服从质量”,即“成熟一家,重组一家”。


  肖毅敏也认为,李荣融时代的兼并重组和现在的强强联合处于不同阶段,虽然都强调通过市场手段推进重组,但那时的央企重组并没有现在这么成熟的配套政策,当时操作层面也不是很规范。


  据悉,去年重组的央企已达12家,为近5年来之最。国资委一位不愿具名的人士向本报记者透露,到今年年底,央企的数量很可能会缩减到100家以内。肖毅敏则并不同意设定央企数量指标,他对《华夏时报》记者说,一味追求数量目标不是科学的方法,最后的数量变化是不确定的。


  “最终评判央企重组成败的标准也不应该是数量,而是运行质量是不是优化了,是不是更加适应市场经济了,不要设定多少家的硬指标,没准国资委还会根据需要增加央企呢?这需要在动态中进行平衡,数量指标不能用一条线划死。”肖毅敏称。


  对于央企今后的数量问题,李锦则认为,央企数量仍是一个考量的重要标准,但央企重组更主要的还是在质量、效益的提高上。
