深圳全面禁止“众筹炒楼”

  深圳特区报讯(记者 邹媛)针对近期房地产交易过热现象,3月4日市金融办出手整治“首付贷”,对银行机构、P2P、小额贷款公司等机构进行摸底排查。昨日,记者了解到,在初步排查的过程中,发现以众筹模式的炒房正在升温,并大有愈演愈烈之势。对此,深圳市互联网金融协会正式下发通知,全市互联网金融企业全面停止开展“众筹炒楼”房地产金融业务,并进行自查自纠和行业清理工作。


  全面禁止“众筹炒楼”


  据悉,目前,深圳130多家小贷公司中,主要参与“首付贷”业务的有4家;互联网金融行业方面,2015年1月至2016年2月,深圳有86家P2P网贷平台开展了涉房资产交易的金融业务,其中直接以“首付贷”名义做业务的有12家,涉房交易业务成交额达171.19亿元。目前,已要求所有涉及公司及平台停止所有关于“首付贷”等房地产金融项目。


  深圳市互联网金融协会表示,在“首付贷”排查过程中发现,近期我市部分房地产企业、房地产中介、众筹、P2P等机构平台推出“众筹炒楼”房地产金融业务,即通过微信、互联网等平台筹集投资人资金,合伙购买房产。


  “众筹炒楼”不仅涉嫌非法集资,存在投资人资金被非法利用风险,易引发“维权”事件,也涉嫌规避国家有关监管政策,让购买力不足或由于限购无法购房的人违规购买房产,增加了房价波动情况下的违约概率,极易引发系统性金融风险。


  为防范风险,促进房地产和金融市场平稳、健康发展,深圳市互联网金融协会昨日正式下发通知,全市互联网金融企业全面停止开展“众筹炒楼”房地产金融业务,并进行自查自纠和行业清理工作:


  第一,各企业自即日起,严禁开展“众筹炒楼”业务。对于存量业务立即停止募集并清理。任何企业不得通过更改“名称”、转为线下筹集等方式继续开展业务;第二,协会将在5月1日前,全面开展互联网金融行业摸底排查,自查自纠和清理工作;第三,协会将密切关注并督促已有“众筹炒楼”业务的企业自查整改,对于不积极自查整改的企业,将采取进一步自律措施,并列为全市金融风险重点排查对象。


  理性应对 警惕风险


  业内分析,“众筹炒楼”究其背后原因有两点:一方面是投资人对房价的预期看涨以及手里的积蓄找不到好的投资渠道。而在过去的10余年,房地产一直被视为安全性好、收益回报率高的抗通胀投资品。在当前楼市“高烧”、股市不明朗的节点上,房地产的投资优势更加明显。但在这场房地产的燥热中,许多人往往会盲目尾随入场,希望通过“首付贷”“众筹炒房”等手段,用自己有限的资金分得一杯羹。


  另一方面,一线楼市受热捧,和库存规模不足、房产投资的增值属性受认可等因素有关。投机客正是看中这个“钱景”,将以往“凑份子炒楼”的行为从线下搬到了线上,通过“伪众筹”的方式凑齐房屋的首付款,在短期持有增值后即出售。


  “市场并非万能之手,由于信息不对称,杠杆买房、合伙炒房、投机炒房等背后的风险,都需要投资者理性看待,多加警惕。”互联网金融人士表示,众筹这种模式可以盘活资金,使资金的流动性加强。但同时,众筹资金炒楼也会面临不少风险,楼市价格并非只涨不跌,一旦市场发生波动,中间引发的风险都需要投资者谨慎评估。
