“希望中国开闸放的水能尽早到来，这样我们吃喝的就不会都是咸水了”，越南南部槟椥省槟椥镇富豪乡的农民阮文南这样对新华社记者说。
槟椥省位于湄公河下游的越南九龙江平原。受厄尔尼诺现象影响，九龙江平原的11个省市从去年12月旱季开始，出现不同程度的旱灾和海水倒灌现象，槟椥省是重灾区之一。据了解，槟椥省水稻绝收面积多达1.9万公顷，500多公顷农作物、5800多公顷果树和75公顷的水产养殖面积受损，3万多人缺乏生活用水。
中国外交部发言人陆慷15日表示，为照顾流域国家的关切，中国政府决定克服自身困难，尽最大可能作出努力，自3月15日至4月10日通过中方境内景洪水电站对湄公河下游实施应急补水，此举将惠及老挝、缅甸、泰国、柬埔寨、越南等国，希望能够对缓解下游旱情有所帮助。
在得知中国境内景洪水电站对下游实施应急补水后，位于湄公河下游各省市的越南民众热切盼望淡水能尽快到达越南。
“我们养殖的生蚝、虾类等海产品，九成都已经死了。地里的黄牛一般都是喝田渠的水，现在只能喝咸水。海水倒灌，使椰子里的汁液都由甜变咸了。以前旱季时，挖井卖水的人一公升水卖6－8万越南盾（约合18－24元人民币），现在都涨到10－18万越南盾（约合30－54元人民币）”，阮文南说。
另一重灾区薄寮省的农业部门官员16日对越南媒体表示，中国开闸放水，整个湄公河流域将因此“受益极大”。15日开闸后，水将在几天后到达薄寮省，当地已经将灌溉设备准备到位。
这几天，越南各界对中国应急补水的举措纷纷表示欢迎，并衷心希望此举能使南部旱灾和海水倒灌情况得以缓解。
不少越南民众在网络上留言，对中国应急补水的举措点赞。网友“森琴”在越南快讯网留言说，“中国此举充满善意”。网友“国松”则留言，“对中国这一积极的行动表示欢迎。希望旱灾和海水入侵现象能因此有所改善”。
越南国家大坝和水资源发展委员会主席范红江18日接受新华社记者采访时表示，中国向湄公河紧急补水，是一个“高度合作的举动，越南的旱灾将因此有所缓解”。
较早前，越南外交部表示，欢迎中国及早实施湄公河开闸放水计划，以帮助越南部分省份应对干旱。
越南国家湄公河委员会副秘书长陈德强17日对媒体表示，中国的应急补水有27%－54%会在未来两到三周内抵达越南，这将部分解决越南的干旱问题。
与此同时，湄公河委员会联合委员会本月15至17日在越南举行会议。来自越南、柬埔寨、老挝和泰国的代表对中国景洪水电站开闸放水表示欢迎，同时呼吁成员国进行合作与协调，合理、有效使用此次应急补水。
