  3月的北方乍暖还寒。穿过鞍山火车站附近的五一路立交桥后,一条岔路静悄悄,墨绿色玻璃柱上金色的“鞍钢”两个大字,走进去,就是与共和国同龄的世界500强企业-鞍钢集团。


  十多万鞍钢职工再次面临选择。


  随着武钢数万员工分流启动,位于辽宁鞍山的鞍钢集团下岗分流已经悄然开始多月。


  “我们单位共有30多人符合要求,大家按照政策回家计算自己的应得工资。”近期,鞍钢集团下属一厂某职工对21世纪经济报道记者说。


  根据他的说法,2015年鞍钢集团就公布了“3005”政策,迄今已经有数千人签约。大致意思是,已经工作了30年,或者还有5年退休的人员,可以自愿实施内部退养,也就是离岗居家休息。


  根据国资委最新要求,2016年鞍钢集团工资总额预算预计比上年下降8%-10%。通过整体工资水平调整,鞍钢以这样的方式降低人工成本总量。

  上述人员精简其实是十年前裁员的重演,不同的是,这一次鞍钢面临的内外环境已经大不相同。


  原鞍钢经济所专职人员马忠普10年前正式从鞍钢退休。他指出,上个世纪90年代,鞍钢有50多万人,其中退休的有10万。目前全部鞍钢集团职工可能有16万左右,保留到10万,意味着有40%要转岗。


  现在情况也发生了变化,随着钢材需求持续下降,对于钢铁企业来说,生存条件更为艰难,如果钢铁需求量继续下降,裁员自救只是第一步,鞍钢需要重新找到新的产业焕发生机,“走合资路也可以,发展新的产业也可以,鞍钢要走多元化发展路子。”他说。


  此前鞍钢集团下属的攀钢集团,也传出员工分流的消息。


  先行离岗内退


  鞍钢是与共和国同龄的企业,也是新中国第一个恢复建设的大型钢铁联合企业和最早建成的钢铁生产基地,被誉为“共和国钢铁工业的长子”。


  其创造的辉煌,几乎演绎了一个时代。有数据显示,1949-1952年,鞍钢的铁、钢、钢材产量分别占全国的46%、64%和47%。


  鞍钢集团每年上千亿的销售收入,成为世界500强企业,也是辽宁唯一入围的企业。


  但现在,鞍钢在全国的比重下降较大。比如2015年全国的粗钢产量为8亿吨,鞍钢集团全部粗钢产量,占全国比重也不到5%。


  更大的困境在于,由于整个中国经济放缓,钢铁产量在2015年出现数十年以来首次下降,钢铁价格在2015年第四季度大幅下降,钢坯价格跌至低于1600元/吨的水平,比高峰时跌去2/3。受此影响,钢铁企业陷入亏损境地。


  鞍钢集团下属鞍钢股份今年1月30日公告消息称,预计2015年1-12月份归属于上市公司股东的净利润-43.76亿元,同比下降571.55%。如果算上下属的攀钢股份亏损的20多亿,则亏损额更大。


  下岗分流部分员工,成为钢铁行业自救的手段之一。


  目前鞍钢采取的“3005”政策,即工作30年、或还有5年退休的职工可以居家发工资。


  2015年鞍钢集团发布的《关于调整鞍钢集团公司离岗居家休息职工有关待遇的通知》、《鞍钢集团公司关于做好人员分流安置工作的指导意见》等提出,距法定退休年龄5年及以内或连续工龄满30年职工,可以办理离岗居家休息。


  其中男管理技术人员达到55周岁,女性50周岁的职工,男性生产、服务业人员达到55周岁,女45周岁的职工,都可申请。职工离岗居家休息期间按个人收入缴纳养老保险、医疗保险、失业保险、住房公积金等。


  集团每年视鞍钢完成生产经营工作任务及效益增长情况,决定是否给全民离岗居家休息职工增加收入。


  21世纪经济报道记者获悉,上述最后一条,与2005年执行的鞍钢居家休息职工的待遇还有区别。当时离岗居家休息职工效益补贴标准甚至上调,而本次调整因为在岗职工工资下调,因此回家退休拿到的工资也有所下降。


  一 位工龄38年的鞍钢集团职工告诉21世纪经济报道记者,自己如果签订“3005”协议的话,现在的工资相比过去好的时候下降了近三成,原来单位效益好的时 候,每月能赚3200-3500元,新的政策是,居家后每月税前3000元左右,去掉社保和个税后1800元左右。


  另外一个工龄35年的职工指出,自己选择居家的话,每月税前工资是2800元,去掉社保和个税1100元,就剩1700元,还有单位有人工龄20多年,居家之后拿得更少。


  “现在给个人情都需要200元,所以大家商量来,商量去,愿意签的人不多。”这位人士说。


  根据了解,截至今年3月初,鞍钢集团办理“3005”协议的已经有几千人。《鞍钢日报》消息称,鞍钢股份炼钢总厂2015年底和今年年初该厂外委作业人数减少894人;今年前两个月共有418名在岗职工办理居家休息,在岗职工优化比例达到7.49%。


  鞍 钢集团公司人力资源部部长孙光辉在今年2月接受采访时指出,内部退养(离岗居家休息)相关政策按子企业的有关规定执行。职工只要符合条件,经本人申请、单 位同意,便可办理内部退养(离岗居家休息)。目前鞍山钢铁已建立完善相关政策制度,按流程开展了职工离岗居家休息审批工作,其他单位计划在今年上半年陆续 推进实施。


  减员提高劳动生产率


  不过,实施“3005”内退政策,只是鞍钢消化富余人员的第一步,下一步的目的是减员增效。


  根据鞍钢集团的人力资源优化意见,比照世界先进钢铁企业的劳动生产率水平,到2018年,鞍钢集团用工总量需控制在10万人以内,其中钢铁主业需控制在2万人,矿工系统需控制在1.6万人。


  按照计划,鞍钢集团在2018年全员劳动生产率达到370吨/人,其中鞍钢主业劳动生产率到2000吨/人,攀钢主业劳动生产率达到1300吨/人,鞍矿达到1800吨/人。其他各板块劳动生产率力争在2015年基础上翻一番。


  为此鞍钢集团下一步的人员分流除了内部退养外,还包括置换劳务用工,实施内部转岗、协商解除劳动合同等。


  上述企业人士指出,鞍钢集团总人数在16万左右,其中劳务派遣工为大多数,这部分工人同样面临分流。


  上述集团人力资源优化方案也指出,要抓紧制定清理劳务用工方案,大力清理劳务用工工作力度,劳务派遣用工比例要严格控制在10%以内。对亏损企业使用的各类劳务用工予以坚决清退。


  不过,这么多人直接推向市场还是不行的。原鞍钢经济所研究员马忠普认为,鞍钢集团下一步如果减少到10万人,其实压力很大。


  鞍钢集团人均吨钢水平,只有整个钢铁行业水平的一半,所以减员近一半是不得已而为之。有建议称,分流的职工可以利用已有的厂区搞类似苏州的工业园,吸引外资或者民资投资,或者自己发展新的产业。


  上个世纪90年代时,曾有人建言发展鞍钢机械厂发展汽车机械,继而演变成类似三一重工或者徐工这样的企业,但是因为钢铁效益好,这个转型被搁置下来。


  此外,鞍钢的房地产开发集团也没走出鞍山,发展成全国性的房地产企业。“现在发展新的产业也不晚,但是不能选择过剩的,像汽车已经过剩了,需要发展一些高技术的新行业。” 马忠普说。


  21 世纪经济报道记者了解到,相比民企的人均钢铁产量,鞍钢实际上需要分流的职工远远不止40%。比如民企沙钢和国企鞍钢每年钢铁产量同为3000多万吨,但 是沙钢集团全员才3万多人,鞍钢集团是16万左右,鞍钢集团上市公司鞍钢股份2015年亏损42亿,而沙钢集团盈利19亿。


  东北财经大学产业组织与企业组织研究中心副主任于左指出,鞍钢集团要分流几万人的话,可以不直接退出市场。


  在他看来,“十三五”时期国家有大量的地下管网等项目,通过以工代赈的方式,政府可以创造出很多就业机会,这样很多职工在拿到一部分补偿金时,还有别的收入,这样也解决了不少人的就业问题。


  “这方面东北可以进行试点,其实这种以工代赈不只是地下管网,更多的市政工程都可以采取这种模式。”于左说。


  根据2016年政府工作报告,今年要启动一批“十三五”规划重大项目。这包括完成铁路投资8000亿元以上、公路投资1.65万亿元,再开工20项重大水利工程,建设水电核电等重大项目。另外开工建设城市地下综合管廊2000公里以上。


  3月16日,国务院总理李克强回答记者提问时,钢铁、煤炭这两个领域过剩产能要去,但大量职工的饭碗不能丢,而且争取让他们拿上新饭碗。


  对于这些职工的未来,中央财政和地方财政已经有了安置计划。中央已经建立了1000亿元主要用于转岗安置的专项资金,如有需要还可以增加。
