食药监局：与疫苗案嫌犯有交易单位25日前主动报告
中新网北京3月20日电 为彻底查清山东省济南市非法经营疫苗涉案产品来源去向，国家食品药品监督管理总局20日发布通告要求，凡与涉案嫌疑人员有过疫苗交易或存在从非法渠道购入疫苗、向个人销售疫苗情形的药品生产经营使用单位，应在2016年3月25日前将疫苗购销流向等情况主动向当地食品药品监管部门或公安机关报告。

　　食药监总局指出，依据刑法、药品管理法等法律法规的规定，不具备疫苗经营资质而经营疫苗，是违法犯罪行为，依法最高可处五年以上有期徒刑；明知他人不具备合法经营资质、仍提供疫苗的，依法可作为共同犯罪，追究刑事责任。

　　此前，山东省食品药品监督管理局公布了向犯罪嫌疑人庞某等提供疫苗及生物制品的上线线索107条，从庞某等处购进疫苗及生物制品的下线线索193条。

　　食药监总局要求，山东省食药监局公布的涉案嫌疑人员，应在2016年3月23日前向所在地县级以上食品药品监管部门或公安机关主动报告违法经营疫苗情况，包括疫苗的品种、来源、去向等。逾期不报告的，依法从严惩处。各药品生产经营使用单位，认真核对山东省食品药品监督管理局发布的每一个涉案嫌疑人员信息，凡与已公布的涉案嫌疑人员有过疫苗交易或存在从非法渠道购入疫苗、向个人销售疫苗行为的，应在2016年3月25日前，将疫苗相关情况主动向当地县级以上食品药品监管部门或公安机关报告。

　　同时，地方各级食品药品监管部门要密切关注山东省公布的本地区涉案嫌疑人员名单和协查线索，会同公安机关立案调查，尽快核实涉案嫌疑人身份，及时查明疫苗非法购销情况。对向庞某销售疫苗的线索，要查明销售单位和人员，及销售的品种、数量等；对从庞某购进疫苗的线索，要查明购进单位和人员，及购进的品种、数量等。对医疗卫生机构购入、使用涉案疫苗以及相关人员涉案的线索，要及时通报当地卫生计生部门，以便查明最终销售去向及使用人员情况。
