  3月18日,苏州市政府召开常务会议,审议通过了《关于进一步促进房地产市场稳定健康发展的意见》(以下简称“意见”)。内容包括“增加市场供应”、“控制房价增长”、“加强市场监管”三部分。


  意 见提到:市区(不含吴江区)新批准商品住宅项目预售许可时,房地产开发企业应及时将申报价格报送价格主管部门。对外销售时,同批次房源应当一次全部公示销 售价格,实际销售价格不得高于申报价格,申报价格3个月内不宜调高,6个月内调高幅度不宜超过6%,12个月内不宜超过12%,同一批次房屋间价格不得调 剂使用。同一批次不同类型房屋价格可以区别定价。下一批次备案预售价格不宜高于上一批次同类型房屋成交均价的6%。


  易居中国执行总裁丁祖昱认为,部分热点城市可能陆续遭遇调控收紧。


  中原地产根据国家统计局发布的数据整理发现,2016年2月份70个大中城市新建商品住宅价格环比综合平均涨幅与上月相比继续明显加速,一二线同比环比涨幅处于一年来的最高点,新房平均环比涨幅高达39%,二手房平均涨幅达37%。


  近期,住房和城乡建设部部长陈政高在回答关于“部分城市房价上涨过快”问题时表示,“现在中国房地产一个重要特点就是分化越来越严重,在价格上也体现了这个特点。我们的一项重要任务是稳定一线城市和部分二线城市房价。”


  中 原地产分析师张大伟认为,从消化周期来看,苏州、合肥、南京等地已经不到5个月,一线城市均在10个月以内,后市价格上行压力较大。而青岛、舟山、呼和浩 特等消化周期较长的城市,大部分去化周期有所缩短。房地产调控政策未来可能出现分化,一二线可能出现部分收紧政策。收紧方向主要有几种可能性:增加市场供 应,特别是中小户型土地的供应;限制价格上涨,特别是定价特别高的项目;对首付贷等杠杆取消;营改增,税费变化等。


  丁祖昱认为,上海楼市调控也可能收紧。其认为,目前部分城市中投资客有些不理性。他提醒购房者,所有房子都涨价的时代早已过去。短期内买哪个楼盘都可能是阶段最高,包括在上海、深圳。


  近期北京商品房住宅可售库存持续下调,从2014年5月10日来,首次跌下7万套,目前库存仅68949套,相比今年1月1日的78415套下调幅度达到12%。


  而 中原地产统计显示,截至3月13日,北京商品房住宅五环内签约为703套,签约均价达62464元/平方米。从最近9年的五环内商品房均价可以看到,整体 市场一路走高,从2008年的1.6万元/平方米,上涨到目前的6万元/平方米,未来北京五环内市场已进入高端化。
