为什么“肥胖税”不是对特定人群征税,而是对特定商品征税呢?

征收“肥胖税”,却绕开胖人,是因为如果直接向胖人征税,将会面临既无效率也无公平的双重困境。

如果直接向发胖者征税,就需要对所有人进行筛查,确定纳税义务人,进行纳税登记,并且定期征收,还得稽查是否有逃税行为。这种情况下,征税成本过高。
