中国铁总下调煤炭铁路运费 相当于煤价每吨下降30元

  铁路运费改革,煤炭铁路运费最多下调20%,间接利好火电行业。此举在提高铁路货运量的同时,有望使煤价降低约30元/吨,利好中国西部煤炭的发展。


  澎湃新闻(www.thepaper.cn)从山西汾渭能源开发咨询有限公司(下称“汾渭能源”)等了解到,中国铁路总公司(以下简称“中铁总”)3月18日下发的《中国铁路总公司关于推进铁路供给侧改革深化现代物流建设拖杆措施的通知》(以下简称“《通知》”)称,将以煤炭、冶炼物资为重点,通过扩大铁路局运价调整自主权限,坚决实现货运量止跌回升。


  中铁总在《通知》中称,为了贯彻落实国家供给侧改革的要求,适应企业货主降低物流成本的需求,充分发挥铁路运输绿色环保低能耗的优势,扩大铁路在综合交通运输体系中的市场份额,中铁总进行深化货运改革。


  《通知》中关于煤炭运费方面的主要内容为:煤炭运价下浮不超过20%,由铁路局自主确定(包括管内和直通),已经实行管内下浮的铁路局仍执行原管内政策。


  汾渭能源价格组经理曾浩告诉澎湃新闻(www.thepaper.cn),中铁总此次下调煤炭运费,一方面可以增加中铁总的货运量,另一方面也会利好西部煤炭的竞争优势。如果是按照目前最高的比例20%来算的话,内蒙、山西等地的煤炭运到秦皇岛等沿海地区的价格将会降低30元/吨左右。


  中国煤炭经济研究会秘书长赵家廉和曾浩均对澎湃新闻称,此次下调铁路运费,内蒙、山西等地的优质煤炭运到沿海地区的成本相对于沿海地区进口海外煤炭的成本会大大降低,也有利于发挥西部煤炭的优势。


  中铁总在《通知》中称,要以煤炭、冶炼物资为重点,通过扩大铁路局运价调整自主权限,坚决实现货运量止跌回升。据了解,近两年铁路货运量在逐渐下降。2015年,全国铁路累计完成货运量33.6亿吨,同比下降了11.9%。


  《中国铁路总公司2015年三季度审计报告》,2015年前三季度,中铁总前三季度总收入6577.74亿元,净利润-94.35亿元,较去年同期-34.42亿元,同比下降174.11%。此前报道,2015年前三季度,中铁总运输收入合计4447.7亿元,同比减少0.29%;其中货运收入1741.12亿元,同比下降9.09%。


  在铁路货运量中占到一半以上的煤炭,由于近两年市场的低迷,货运量大幅下降。


  据发改委网站消息,2015年,全国铁路煤炭发运量20亿吨,同比下降12.6%。主要煤运通道中,大秦线完成煤炭运量4亿吨,同比下降11.8%;侯月线完成1.7亿吨,下降11.7%。发改委最新数据显示,2016年1月份铁路煤炭发运1.76亿吨,同比下降10.8%。此外,曾浩也称,大秦线今年2月份煤炭发运量同比下降约27%,创了历史低位。


  曾浩称,除了煤炭市场低迷导致的货运量下降外,近两年汽车的运输成本越来越低,也大大挤占了煤炭铁路运输的市场。两年前,运输距离在300公里内,汽车运输比较便宜;一年前,运输距离在500公里内,汽车运输比较便宜;目前,运输距离在七、八百公里内,汽车运输比较便宜。


  同时,《通知》中还规定,石油仍执行既有运价政策;氧化铝(0562)、铝锭(0561027)由总公司统一协商确定,目前暂时执行既有运价政策;对关联性强的港口金属矿石(04),运价下浮不超过20%由铁路局自定,超过20%时由总公司统筹协商确定;对焦炭(03)实行实重计费,并执行统一的运价下浮政策,敝车装运焦炭时禁止加装围挡,禁止收取围挡杂费,并应装满敝车容积;对钢铁及有色金属产成品(钢锭钢坯0520、钢材0530、有色金属及其加工村0571、半导体材料0573、石油套管油管0574),实行实重计费,严格执行装载加固方案,并执行统一的运价下浮政策;八是原联动区域内高于可变成本且运价下浮超过30%的项目仍可延续。


  此外,《通知》中还称,将统一合资铁路与国铁直通运价、加快推进35吨敝顶箱运用、加强专用线收费管理和建设运用、加强运价监督检查和指导等。
