  进入3月份以来,北京二手房市场延续着此前火热的行情。不过,在市场火爆的同时,一条灰色产业链也在暗中助推了市场的不理性发展。


  二手房市场火热


  根据中原地产研究部统计的数据显示,年内北京二手房累计成交已经高达56557套,而2015年同期则只有28154套。截至3月20日,北京3月份二手房成交量达17096套,刷新了近3年来的同期历史记录。同时,根据北京住建委网站数据统计,3月份第3周,北京二手住宅网签量为7721套,环比涨30%;成交均价为40057元/平方米。


  国家统计局最新发布的数据则显示,2月份北京新房价格环比上涨2.3%,同比上涨14.2%;二手房价环比上涨3.2%,同比上涨高达27.7%,位居全国第三。


  对此,美联市场研究院认为,北京新房市场一方面中低端市场供不应求,另一方面高价项目不断增多。难以承受高房价的中低端购房需求,开始转向二手房市场,从而拉动二手房成交量上涨。在刚性需求、改善需求不减的市场热度下,二季度成交量或将继续攀升。近期房价的持续攀高,局部引发恐慌性购房,随着购房者回归理性,房价也会调整到更加合理的水平。


  不过,中原地产首席分析师张大伟表示,这一轮市场上涨的主流需求是改善型购房人群,交易大多为“一买一卖”的连环单。一旦一方涨价就会产生多米诺骨牌的效应,从而导致市场整体报价的上涨。

  值得注意的是,在二手房市场持续火爆的同时,一些违法违规的操作也开始扰乱市场。

  有知情人士向《证券日报》记者表示,无论你名下有几套房,即便没有北京户籍,但只要交满5年的社保或纳税,他们都能让你顺利继续买到北京的住宅。至于价格,则要看所买房产的所属区县,一般来说,城六区要比远郊区县贵一倍左右。以朝阳区为例,上述知情人士透露,“价格在25万元上下,上个月刚帮着一位名下已经有一套(北京)住宅的非京籍客户,买下了另一套”。而在远郊区县,价格则普遍在10万元以下,不过大兴、昌平等距离市中心较近的远郊区县,价格则相对高一些,大概在11万元至12万元之间。“以前朝阳20万元就能办下来,不过前一阵过户的那里抓了人,所以最近风声比较紧,价格自然也就涨了一些。”知情人士坦言,收取的费用中,大部分都用于打点关系。


  而为了验证上述人士所言非虚,《证券日报》记者也找到了一位名下有一套住房的单身人士,陪同其在并未出售原来房产的情况下,继续购买一套住宅。结果证明此方法确实可行,在支付10余万元的费用后,这位单身人士顺利购入了第二套住房。而在整个购房过程中,记者发现,各个环节进行的都异常顺利,网签、交税、过户全都一次完成,且用时很短,“客户体验”相当不错。


  实际上,这一情况不止出现在北京,包括上海、深圳在内的一线城市都有发生。一位上海本地房地产从业人员告诉记者,“只要你能进入到黄埔、静安或者虹口等核心地区的房管局,肥差的话一年下来换房换车都不是问题。”


  变味的居住工作证


  此外,有中介机构的工作人员告诉记者,即便没有北京户籍或者满5年的社保及纳税,他们也有办法让你买到北京的住宅。

  有用此办法买到北京住房的人士也告诉记者:“其实我们也不是为了赚多少钱,只是三、四线城市的房子买了就砸在手里,股市也不太敢投了,买北京的房子主要是为了保值,至少不会赔,离市区越近越好,毕竟流动性很重要。而且相比房价,办手续这点钱也真不算什么。”


  对于上述诸多乱象,有业内人士指出,“这些人绝大部分都是投资客,他们买房的目的除了保值外,炒房赚钱更是其想方设法买入北京住宅的首要因素,对近期北京房价的快速上涨,这些投资客起到的作用确实不小。”
