　　今年1月17日召开的山东省第十届纪委七次全会，审议并通过了山东省纪委常委会关于牛启忠严重违纪问题的审查报告，确认了山东省纪委常委会之前作出的给予牛启忠开除党籍处分的决定。

　　牛启忠何许人也？笔者梳理他的个人履历发现，他是一名从沂蒙老区走出来的领导干部，当过民办教师、电影放映员，历任枣庄市委常委、薛城区委书记，滕州市委书记，在山东省信息产业厅等多个省直机关担任过领导职务，最后的职务是山东省工商行政管理局党组书记、局长。

　　2015年5月29日，山东省纪委将牛启忠涉嫌受贿犯罪一案正式移交山东省检察院；山东省检察院于6月1日指定东营市检察院管辖，东营市检察院于第二日以涉嫌受贿罪对牛启忠立案侦查；6月16日，经山东省检察院决定，依法对其逮捕。办案人员在一个半月时间里，先后辗转济南市、济阳县、枣庄市、滕州市、莱芜市、临沂市、沂水县等地，落实证人证言30余份，调取相关书证材料200余份2000余页，最终将牛启忠案件侦查终结。7月14日，案件审查终结，移送审查起诉。

　　2015年9月10日，东营市中级法院开庭审理牛启忠受贿案。检察机关指控，牛启忠利用担任滕州市委书记，山东省工商行政管理局党组书记、局长等的职务便利，为他人在企业收购、发展经营、土地出让金减免、提高土地容积率、招投标等方面谋取利益，非法收受或索取财物共计人民币85.1万余元、美金6万元，折合人民币132.7万余元。牛启忠当庭表示“无异议，认罪悔罪”。

　　离任时曾有数千百姓长街相送

　　公开资料显示，牛启忠出生于1957年7月，1973年1月参加工作，当过民办教师、电影放映员。可以说，他是一名踏踏实实从沂蒙老区走出来的领导干部。

　　“自学完成本科教育学习，35岁成为县级干部，43岁通过考试成为枣庄市委常委，46岁成为枣庄市委副书记、滕州市委书记。”牛启忠的办案人员谈到这些时也很为他感到惋惜。因为除了展现在众人面前的犯罪历程外，一串串GDP数据、一件件企业重组的事例、一条条百姓的好评，让人们为其感叹：牛启忠在沂水工作期间，当地财政收入从最初的4471万元上升到后来的2.75亿元；在任滕州市委书记期间，6年里财政收入从最初的2.97亿元上升到了12.2亿元。

　　牛启忠离开滕州时，因其对当地作出了较大贡献，数千名群众长街相送，并在网上留言称颂。在滕州当地的一些贴吧中，至今还能看见网友关于“老牛（指牛启忠）的确为滕州办了不少实事”的留言。牛启忠被查处后，很多熟悉他的人都很吃惊，牛启忠在庭审中作最后陈述时说：“我为滕州作出了贡献，我离开滕州时当地的人民群众为我送行，我对不起人民群众，我对不起家人，在庄严的法庭上，我深深悔罪。”

　　牛启忠也曾坚持底线，多次拒绝他人送来的好处。有一家公司最初给他送钱时，他安排秘书和司机第一时间将钱送回。只是，他最终没有管住自己膨胀的欲望：在向陈某借款30万元后，在陈某撕毁借条明确表示将钱送给他时，他选择了默许；在熟识多年的老同学找其办事时，他在纠结后放弃了为官的底线；为满足个人“雅好”，在购买高档照相器材后，他将解决费用的手伸向了下级，一开口就是12.1万元。

　　1万元线索牵出131万元受贿事实

　　在东营市检察院的起诉书中，牛启忠的受贿事实共有5项：2003年至2006年，牛启忠利用担任滕州市委书记的职务便利，为三家公司在企业收购、发展经营、土地出让金减免、提高土地容积率等方面谋取利益，于2005年10月和2007 年3月先后两次收受公司负责人所送美金1万元、人民币30万元；2003年至2004年，牛启忠利用担任滕州市委书记的职务便利，为三家公司在企业收购、发展经营、土地出让金减免等方面谋取利益，于2003年至2013年先后8次收受公司负责人所送美金5万元、人民币32万元；2012年至2013年，牛启忠利用担任山东省工商行政管理局局长的职务便利，为一家公司在山东省工商局电子证据取证实验室设备采购招投标过程中谋取利益，于2012年六七月，收受该公司副董事长所送农业银行银行卡一张，个人消费共计人民币10.0005万元后将该卡退还；2012年9月，牛启忠利用担任山东省工商行政管理局局长的职务便利，安排时任莱芜市工商局局长王崇训，在莱芜市工商局为其报销个人购买照相器材费用共计人民币12.1万元；2012年9月，牛启忠利用担任山东省工商行政管理局局长的职务便利，承诺为枣庄市市中区经济开发区广告设备产业园申报省级重点扶持广告产业园区提供帮助，收受现金人民币1万元。

　　据统计，在这132.686万元的受贿财物中，其主动交代的比例占99.3%。办案人员介绍，牛启忠是因为司法机关在办理另一起案件中，发现其有受贿1万元的线索，从而接受山东省纪委调查的。到案后，牛启忠除交代自己受贿1万元的犯罪事实外，还主动交代了办案机关尚未掌握的收受131.686万元贿赂的事实。20余万元贿款用于满足“雅好”

　　从被评价的“有血性、能干事”到利用职务便利、多次收受贿赂，甚至在中央党校门口收受贿赂，是什么促使牛启忠走到了这一步？东营市检察院办案人员告诉笔者，从受贿事实看，牛启忠到济南任职后的受贿比例超过64%。“在仕途被普遍看好的情况下，牛启忠却在2006年12月被平调到一个他自认为不被重视的部门担任副职，他可能因此感到了失落，其心理开始失衡，放松了对自己的要求。又恰好其面临在省会济南安家，于是在2007年，他先后收受了在滕州任职时给予过关照的两家公司负责人所送的现金共计50万元，用于购买房屋。”

　　办案人员认为，在错误的世界观、人生观、权力观的影响下，牛启忠淡化自我约束、自我监督，迷失信仰，丧失党性，最终在巨大的物质利益诱惑面前，逐渐忘却了入党时对党和国家的庄严承诺，忘却了对党纪国法本应怀有的深深敬畏。

　　“法律意识淡薄、侥幸心理严重、玩物丧志也是牛启忠的犯罪原因。”办案人员介绍，牛启忠虽然是山东省纪委委员，但法律意识淡薄、法律观念不强，自律意识不足、对法律敬畏心不够。牛启忠收受的贿赂中，有些是企业老板借过年过节走访的名义给的，牛启忠自认为是朋友之间的正常交往，没有认识到钱权交易的实质。其第一笔受贿是从2003年开始的，一直延续到2013年春节，连续多年、连续多次收受贿赂，可以看出其廉洁自律意识不强。

　　值得一提的是，2012年牛启忠担任省工商行政管理局局长以后，喜欢上了摄影。但好的摄影器材价格不菲，牛启忠想买却又不舍得自己出钱，于是动起了“歪心思”。他指使下属单位莱芜市工商行政管理局为其购买了价值12.1万元的摄影器材。前文提到的收受农业银行银行卡一张，个人消费共计人民币10.0005万元，这笔钱也是用于购买摄影器材的。
