海南自贸区申报方案已上报：设立多个片区

　　海南也已加入第三批地方自贸区的申报大军。

　　3月23日上午，在博鳌召开的海南省政府新闻发布会上，海南省委常委、常务副省长毛超峰介绍，海南按照“一区多片”的管理模式，特别是依托现有的洋浦综合保税港区、海口综合保税区和三亚、三沙为主体，已向国家申报自贸区。

　　“特别是今年春节过后，国务院常务会议已经把海南省明确确定为服务贸易的试点省，这些都跟我们加快推进对外开放、加快现代服务业的发展带来了难得的机遇。”毛超峰说。

　　一名对参与海南自贸区前期研究的专家对澎湃新闻（www.thepaper.cn）分析，海南自贸区的申报范围主要在海南本岛，可以包含三沙部分地域，今后还可能扩区。这名专家称，海南自贸区将主打离岛免税购物、海洋产业的开发（资源、能源、海产品）等特色产业。

　　按此前传出的信息，海南自贸区的申报面积约为100平方公里。毛超峰提及的四个申报主体中，洋浦综合保税港区是中国在华南地区设立的首个保税港区，海口综保区同样是开放度较高的海关特殊监管区域。目前尚不清楚三亚和三沙哪些区域会被纳入。

　　三沙是海南4个地级市之一，设立于2012年。今年全国“两会”，曾有政协委员提议，在三沙首府、西沙群岛的永兴岛打造为全球离岸公司注册地。

　　海南申办自贸区的优势之一，是海洋经济。

　　毛超峰在发布会上介绍，在产业发展方面，“十三五”时期将重点突出海洋战略，大力发展海洋经济，培育壮大海洋旅游、海洋渔业、海洋油气等海洋产业，提高海洋资源的管控和权益维护能力，争取2020年全省海洋生产总值达到1800亿元。

　　今年全国“两会”召开期间，海南省省长刘赐贵曾对《中国经济周刊》表示，“下一个5年，坚持加快开放型经济深度发展，成为海南省融入 ‘一带一路’国家战略的关键。抓住战略机遇，发挥比较优势，突出发展重点，向海洋要质量、要效益、要增长，是海南省开动‘蓝色引擎’向海洋强省转变的新动力。”

　　除了自贸区，中国经济周刊的报道还提及，海南还有意积极争取设立国家级新区，打造海南对外开放新高地。
