“相比一般石料厂里的磕石机,这台制砂机产生的扬尘污染更重,一旦工作起来,周围尘沙漫天飞,呼吸都困难。”杨志表示。
正值中午,在稍显平静的石料厂内,记者难以体会其中暗藏的波动。在高新区管辖范围,这样的非法小石料厂其实并不在少数。这几年来随着打击力度加大,有的被彻底取缔,但由于设备简易、投资少,很快便会死灰复燃。而在国土执法部门与这些小石料厂的“猫鼠游戏”中,冲突在所难免。
杨志给记者播放了去年6月13日晚上的一段执法视频。这是高新区和章丘交界的张家村一处小石料厂,一辆挖掘机正在作业,几名不明身份的人挥舞着木棍推搡着执法人员,口中污言秽语不断,其中一人抡着棍子朝一名执法人员头上砸去,要不是被旁边的人拉开,后果不堪设想。
杨志告诉记者,在这次执法过程中,共有3名工作人员受轻伤,他的左肩也有软组织损伤。
高新区石料厂曾被环保部“狠批”
记者了解到,在去年抗日战争暨世界反法西斯战争胜利70周年纪念活动之前,环保部华东督查中心曾“暗访”过高新区的小石料厂,发现扬尘污染十分严重。
“有些区域土小企业污染比较严重,高新区巨野河、孙村等区域有40多家非法小采石企业,环保、国土等部门也曾多次取缔,但仍死灰复燃、屡禁不止。这些企业基本上是露天生产,没有防护措施,在几个区域内扬尘污染是比较严重的。”去年9月1日,环保部华东督查中心在经过半个月排查后,向济南市反馈意见。
“中心城区内及主要交通干线两侧两公里可视范围内,不得新建石灰窑、石子厂、砖瓦厂。已建成的,由有审批权的人民政府责令限期关停。”济南市高新区环保分局副局长朱春晖之前接受记者采访时表示,按照2012年实施的《济南市大气污染防治条例》,这些石料厂并不符合规定。

李殿波告诉记者,自从啄木鸟行动后,他们对辖区内小石料厂的检查和取缔更加频繁,暴力阻挠拆除的行为很难避免。
