　　中新社博鳌3月25日电 (记者 余湛奕)中国外交部副部长刘振民在博鳌论坛上表示，安全合作仍是亚洲合作的短板。亚洲区域合作在经历二十多年快速发展后，“低挂果实”已摘取几尽，合作进入深水区，需要各方拿出更大的决心、勇气和智慧，攻坚克难，推进合作。

　　刘振民在亚洲区域合作圆桌会上做出上述表述。这是博鳌亚洲论坛年会首次设立亚洲区域合作圆桌会，主题是“亚洲新潮流：促进命运共同体的包容、互动、一体化”。

　　“纵观历史轨迹不难发现，亚洲区域合作既凝聚了厚重的历史积淀，又折射了鲜明的时代特征，也反映了迫切的现实意义。”他指出，亚洲区域合作的经验值得总结。

　　第一，亚洲区域合作顺应了世界和地区发展的潮流。当前，多极化、全球化、信息化深入发展，各国利益交融、休戚与共。没有哪个国家能凭一己之力独谋发展或独善其身，共同发展和联合自强的理念深入人心；

　　第二，亚洲区域合作符合各国共同的利益诉求。和平与发展既是当前亚洲形势的主流，也是各国共同利益和民心所向。亚洲国家不愿战乱、动荡和相互敌视的历史重演，希望在和平稳定的环境中一心一意谋发展。亚洲国家从各自发展的互补性中不断挖掘合作动力，抱团取暖，携手共进，进一步推动了区域合作走向深入；

　　第三，亚洲区域合作摸索出了独特有效的亚洲方式。亚洲多样性决定了区域合作和一体化建设不能照搬其他地区的模式；

　　第四，亚洲区域合作秉持了开放包容的理念。亚洲区域合作不是闭门造车，也不是竖起藩篱。

　　刘振民同时表示，亚洲地区各类传统与非传统安全风险与挑战依然突出。在世界经济长期低速增长、金融风险有所积聚、大宗商品价格持续低迷的背景下，亚洲国家推进改革、抵御风险、实现增长面临着新的压力。
