开发商擅自更改规划
天鹅湖购物中心处于大家普遍看好的地段，为何会问题频出，以至于面临“烂尾”？新安晚报、安徽网记者调查发现，天鹅湖购物中心原先属于国有资产，原系合肥政盛置业有限公司开发。新安晚报、安徽网记者从合肥市国资委获悉，在规划被批准，项目开工建设不久的2010年9月份，政盛置业将该项目股权100%转让给安徽欧联投资发展有限公司（以下简称安徽欧联），由其继续开发。
新安晚报、安徽网记者从合肥市规划局获悉，在后续开发过程中，“安徽欧联”擅自改变了商业中心的外立面等规划。“规划部门批准的规划非常严格，需要一丝不苟地按照规划完成，一旦有改变，那么整个工期都有可能延误，开发商要为此付出大量的精力财力。”一位知情人士告诉记者，规划更改正是施工周期延误的重要方面。
“说实话，安徽欧联为了这个项目投入了大量的人力物力，可他们没有遵照规划来建设，导致了工程延期。”合肥市建委一名知情人士感叹，工期延误之后，后续资金等问题接踵而来。
还深陷民间借贷纠纷
新安晚报、安徽网记者昨日多次拨打安徽欧联的热线电话，但从早到晚都无人接听。“安徽欧联由于资金紧张，外债很多等问题，内部员工都已经没有多少了。”一位知情人士介绍。该人士还透露：“为了筹集资金建设这个项目，开发商背负的民间借贷也很重。”
新安晚报、安徽网记者从合肥市相关部门获悉，因为安徽欧联欠款不还，多位债主已经将其告上法庭。据其中一位投资人张某介绍，安徽欧联向他借款4000万元，并承诺支付高于银行4倍的利息，1年内归还全部本金，可直到2013年下半年，安徽欧联还拖欠本金以及2060万元的利息。2013年11月份，省高院判定安徽欧联赔偿张某借款本金4000万元及利息。
据了解，安徽欧联所涉及的民间借贷纠纷，已经不仅仅限于我省，其他省份的法院手里相关案件也也越来越多，目前安徽欧联已被法院列入失信名单。
“从民间借贷纠纷等问题上来看，天鹅湖购物中心的商业中心要全部建设完，估计不是短时间内能做到的。”合肥市建委一不愿具名的知情人士表示，如果安徽欧联不解决好资金等问题，该商业中心极有可能成为“烂尾”。
